Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the Site Director and/or owner, Sandra Davis, and explained the purpose of the inspection to her. There were 15 children with 4 teachers, a Site Director, and 1 floater present. The facility is located behind the gated apartment complex. The main entrance from Sunnydale Street is near the building office. The preschool program runs in a building with a big classroom and an adjacent outdoor play yard that is fenced by the surrounding buildings & a gate. The facility operation hours are Monday to Friday from 7:45 AM to 4:45 PM. The facility met the teacher/child ratio during the inspection. LPA inspected the facility for health and safety hazards. The facility was clean and in order, temperature and lighting were adequate, and toxins and harmful objects were made inaccessible to daycare children. The facility installed the surveillance camera system indoors & outdoors. There was a fully charged 2A10BC fire extinguisher available in the center. There were plenty of age-appropriate toys, books, learning materials and equipment, arts and crafts materials, sand tables, water tables, and children's furniture in good condition & repair available indoors. There was a Children's bathroom with two sinks and two toilets that were reachable by children. The facility also has an extra sink next to a diaper-changing table and a garbage bin with a lid in the bathroom. First aid supplies were available in the classroom. The licensee covered all electrical outlets and sharp corners in the classroom. The facility installed a commercial pull-down alarm system. Cubbies were available for the children to store their personal belongings by the main classroom entrance. Cots were available for napping and stored in the staff's room. Drinking water was served in water pitchers with cups in the classroom. The facility provides snacks, breakfast, and lunch to children that are prepared in the food preparation area (Kitchen) in the corner of the classroom. The food is delivered by Chefable to the center daily. The facility warms up the food in the kitchen before they serve it to the children. LPA inspected the kitchen that was barricaded with a door in the classroom. The kitchen was clean and in order and had a Garbage can with a tight lid in it. The outdoor play yard was completely fenced. There was a play structure with a slide and soft rubber cushioning underneath to prevent injury. There were plenty of age-appropriate outdoor toys, tricycles, carts, water tables, tree stumps, and garden boxes with plants available for children in the play yard. Per the site director, there were a couple of children on Special medication. LPA reviewed the Children's files and inspected the storage of the Medications during the inspection. LPA reviewed the children and staff files and obtained a copy of the current children's roster from the licensee during in the inspection. The facility uses an electronic Sign in/outs system. LPA inspected it during the inspection. At least one staff had current CPR/First Aid training that will expire in 11/2025. The facility passed the Lead Water Test on 3/30/2023. The facility posted all the required postings in the building.

Criminal Record Clearance - Licensee was reminded that all adults 18 and over living or working in home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Lead Testing – Child Care Centers (CCC) CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four For the following scenarios use the below un-bolded language: • CCC COMPLETED TESTING AND IS IN THE PROCESS OF REMEDIATING LEAD EXCEEDANCES, or • CCC COMPLETED SAMPLING BUT THE TEST RESULTS ARE NOT YET AVAILABLE, or • CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE, or • CCC TESTING DEADLINE HAS NOT PAST LPA referred licensee [or facility representative] to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.
