On September 8, 2022, Licensing Program Analyst (LPA) Van met with Director Edna Vargas for an unannounced mandatory 1-year random inspection. LPA explained the objective of the inspection and was granted access to the facility. The facility currently adheres to the teacher-to-child ratios. Today, 37 children are present, accompanied by six teachers. The days and hours of operation are Monday through Friday, 8:00 am to 5:00 pm.

LPA toured and inspected the physical plant to identify potential health and safety issues. Each classroom provides an electronic sign-in/out system for parents or authorized representatives; sign-in/out codes are issued to parents. The facility is in good condition and has adequate temperature and ventilation. Age-appropriate toys and learning resources are available in classrooms. The furniture looks to be stable and in good condition. The facility has several carbon monoxide detectors, a centralized smoke alarm, fully charged fire extinguishers, and operational telephones. LPA noticed that each child had a cubby with their name labeled. All emergency supplies are kept in a secure location. Director stated the facility does not have any children with medications but has a medication storage box with a lock and keys. Director was aware all medications required proper labeling, unaltered, and parental consent. First aid products are fully stocked and ready for use by children. All cleaning solutions, poisons, and other hazardous chemicals are kept in a place out of reach of children. Cots for sleeping are adequately maintained.

The Center has three toilets, three sinks for children, and a separate restroom for the personnel. All toilets and handwashing facilities are in good operational condition and properly sanitized. The facility has an outdoor waiver approved, allowing 14 to use at the time. The outside play area is fully gated, sanitary, and in good condition. Outdoor play structures are appropriate for the age group, are in great shape, and are clear of loose components. Climbing structures are securely anchored, and all play structures have comfortable padding to absorb accidental falls. LPA discovered no bodies of water on the property.

The facility had posted the required forms. (i.e., License, waivers, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, Emergency Disaster Plan, and Daily activities.) According to the Director, the Center serves pm snacks, breakfast, and lunch for children. The menu is visible on the wall. The facility has water pitchers that are easily accessible to children inside and outside. All solid waste storage containers within the Center have an appropriate tight-fitting cover.

During the evaluation, ten random children's and personnel records were checked. A check of the facility's records revealed that each child's authorized representatives' names, addresses, and phone numbers are kept on file. In addition, each child's file has their immunization record, medical evaluation, and admission agreement. According to staff records, all staff or other persons requiring caregiver background checks have criminal records and child abuse index clearances or exemptions. Several members of staff have current CPR certifications. All employees kept vaccination records and completed the required child abuse reporting training in accordance with AB1207. LPA reviewed the Director's and staff's educational credentials, and all personnel possessed the appropriate ECE units. According to the Director, the Center conducts monthly fire and earthquake drills, the most recent on August 31, 2022.

The incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The Director was advised that a one-time General Training is also needed in addition to the AB1207 training that the License holder and any personnel employed are expected to undergo every two years. Training is available online at www.mandaterreporterca.com. In addition, the Director was reminded about pesticide training. On the DPR website, go to www.cdpr.ca.gov/shoolipm/childcare for further information.

LPA encouraged the Director to visit the Licensing website at www.ccld.ca.gov for licensing regulations and new updates. Director can also email at childcareadvocatesprogram@dss.ca.gov and ask for the updates to be added to the email list.

During the inspection, LPA requested an up-to-date Emergency Disaster Plan (LIC 610), Personnel Report (LIC 500), and the Designation of Administrative Responsibility (LIC 308) to be sent to the Licensing office by September 15, 2022.

Today, no deficiencies have been identified. An exit interview took place, and the report was discussed with the Director, Edna Vargas. Today's report and site visit notice were provided to the Director. LPA instructed the Director that the site visit notice had to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
