Licensing Program Analyst (LPA) Van conducted an unannounced annual inspection and met with new director, Sandra Huang (Sandra stated she will sending the complete director packages to licensing). The purpose of the inspection was explained and was granted entry to the facility by the director. This facility is a preschool program. The preschool is operate in a large room, and separated by 3 bookshelves into 4 classes. The Ponies, Teddy Bears, Little Lambs, and the Dolphins. Present, there are 42 children with 4 teachers. Days and hours of operations are from Monday to Friday between 7:00AM – 6PM. Executive director Helen Chan arrived during the inspection.

With executive director, LPA inspected the day care areas for health and safety hazards. Variety of age appropriate toys and learning materials for children are available in the classroom. Classroom is set up for child care; furniture, equipment, sufficient amount of sleeping mats for children are available. All children's chairs and table have rounded corner. There are no pools, spas or other bodies of water at the facility. Facility has smoke detector, carbon monoxide detector, fully charged fire extinguisher and a working telephone at the site. All cleaning solutions, poisons and other chemicals that are dangerous stored inaccessible to children. Sick children will be separated from the group and will be waiting in the library for parents to pick up.

LPA observed the facility is in good repair and free of any hazards with proper temperature and ventilation. All the bathrooms, toilets and sinks are clean and well sanitized. Facility has water pitchers and cups readily available for children. Per executive director, facility provides two snacks, breakfast and lunch to children. This facility has no outdoor space and was granted an outdoor waiver in November 2, 2005. The facility uses the South of Sunset playground for outdoor play space. LPA reminded director and staff to ensure that playground is cleared of any debris or harmful material before each use.

LPA reviewed the staff’s and children’s records. LPA observed that facility has sign in / out record for parent or authorized representative. Multiple staff members have record of valid Pediatric FirstAid/CPR card in file. There are menus posted at least one week in advance and are visible to the child's authorized representative. LPA also observed facility has posted the required forms (i.e. License, menus, waivers, Notification of Parent's Rights, Notification of Personal Rights, and Emergency Disaster Plan). Director stated Fire and Earthquake drills are done each month, the last drilled was conducted on logged 8/20/19.

LPA reminded the director that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles. LPA observed the facility has record of required immunization of all staff.

LPA reviewed AB 1207 with the director. As of January 1, 2018, all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed staff members have up to date mandated reporter training certificate on file. LPA also reminded director to have staff to complete the 4 hours General Mandated Reporter Training.

No deficiencies are cited today. The copy of this report is reviewed and provided to the director. Notice of site visit is posted and shall remain posted for next 30 days.
