Licensing Program Analyst Van conducted an announced random annual inspection and met with director, Rose Griffin. Ms. Griffin is the new director. LPA explained the purpose of the visit. This is an infant program. There are 9 staff members and 24 infants present today. The infant program have three classrooms; Treasure Island, Angel Island, and Lombard St. Facility meets Teacher/Child ratio today. LPA observed that facility has an electronic sign in / out tablet. and timestamp was indicated when parent signs the child in and out.

LPA along with director inspected the center for health and safety. The center is clean and orderly. Heating, lighting, and ventilation are adequate. There are no pools, spas or other bodies of water on the premises. Per director, there are no firearms or weapons at the center. All cleaning supplies or other potentially harmful items are stored inaccessible to the children. The furniture and equipment are in good repair and is free from loose sharp or pointed parts. All solid waste storage containers have tight fitting lids. The facility has more than one carbon monoxide detector and smoke alarm installed. Classrooms are equipped with fully supplied First Aid. Outdoor play areas are in good repair and free of hazards.

There are age appropriate toys and learning materials available for children. LPA observed the diaper changing tables have at least 1" thick padding covered with vinyl, and with sides raised to at least minimum of 3". The changing tables are within arm’s reach of the sink and disposable baby wipe is used to clean after each use. There is separate napping area for children to nap or rest without distraction or disturbance. There is sufficient sleeping equipment, cribs and cots are use and available for each child present. There is a staff present in a designated area visually observing children in the napping area. Mats and beddings are stored properly. There is a separate, clearly labeled storage for each child's clothing. LPA did not observe any walkers, bouncers or other similar items in the day care.

This center provides Incidental Medical Service (IMS). LPA reviewed storage and paperwork requirements with staff. IMS plan is on file. The food prep area is clean and organized with food stored appropriately. Per director, Infant and Service Plan are conducted once every six months and are kept with the children's files. Safe sleep was discussed and handout was provided to director.

LPA reviewed the staff’s and children’s records. A sample of children's files were reviewed and found to have medical assessments, needs and services and feeding plans and signed admission agreements. Staff files are organized, complete, and have documentation of education credits. Multiple staff members have record of valid Pediatric First Aid/CPR card in files and have documentation of immunization for Measles, Pertussis and Influenza. LPA also observed facility has posted the required forms (i.e. License, menus, waivers, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan). Director stated Fire and Earthquake drills are done on a monthly basis, the last drill was completed on 4/30/19.

LPA reviewed AB 1207 with the Coordinator. As of January 1, 2018, all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. Center received an alternate mandated reporter training, the training was approved by the Oakland Child Care Regional Manager on June 19, 2018. LPA observed all staff members completed the training.

No deficiencies are cited today. The copy of this report is reviewed and provided to the director. Notice of site visit is posted and shall remain posted for next 30 days.
