Licensing Program Analyst (LPA) Marie Rodriguez conducted an unannounced annual inspection in-conjunction with a case management inspection to decrease the capacity of the school. LPA met with Director Stephanie Vorrises and explained purpose of inspection. Preschool is located inside St. Thomas More Catholic School. Present at the school is the Director and six teachers. There are no children in care at this time due to school being closed for summer break. School will reopen on August 17, 2022. Hours of operation will be Monday to Friday from 7:00am to 4:30pm.

LPA inspected classroom and outdoor play area with Director. There are no bodies of water, firearms, or weapons on the premises. Classroom is in good repair with proper temperature and ventilation and is free of any hazards. All furniture is in good condition. Classroom has age appropriate toys and equipment. Napping equipment is in good condition and properly stored in storage closet when not in use. A first aid kit is available inside the classroom. All cleaning products and toxins are inaccessible to children. The outdoor play area is fenced for supervision. Outdoor toys and equipment are age appropriate and in good condition.

All required postings are properly posted on the bulletin board in the classroom. School provides breakfast and morning and afternoon snacks. Children bring their own lunch. Kitchen area is inaccessible to children. All food is properly stored to avoid contamination. All storage containers for solid waste have a proper lid. Classroom has a bathroom area with one sink and three toilets. Two additional sinks are available for children's use right outside of the bathroom. Bathroom area appears to be clean, in good repair, and free of any hazards. There is a separate bathroom for staff usage on the premises.

Last emergency drill was conducted in May 2022. Emergency drills are conducted at least once every six months and are properly logged. Sign-in/out sheets are done by paper. The school keeps a complete record of all sign-in/out sheets by authorized pickup person. There is a working fire alarm system throughout the school. There is a carbon monoxide and smoke detector and a fully charged fire extinguisher in the classroom and a working telephone is available on-site.

Three children records reviewed were complete. All children have a record of emergency identification information on file. Six staff records reviewed were complete. All staff have a criminal record clearance on file. Staff have a current pediatric first aid/CPR certificate that expires on August 2023 on file.

No deficiencies cited today under California Code of Regulations, Title 22, Division 12.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Facility Representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
