On March 24, 2022, Licensing Program Analyst (LPA), Leong, conducted an unannounced annual random inspection with Christine Herndon. LPA explained the inspection’s purpose to the director. All staff at the facility have fingerprint clearance. LPA observed nine teachers supervising twenty-seven children. School age children were not present during the inspection. The hours of operation are Monday to Friday, 8:30 a.m. to 6:00 p.m.

LPA and the Director inspected the facility for potential health and safety hazards. In all classrooms, toys, furniture, and learning materials are age appropriate. The furniture and play structures appeared to be in good shape. LPA noticed that each child has a cubby labeled with their name. Per the director, the children use cots for napping. If a child falls ill, the child will isolate in the director’s office until the parent arrives.

All cleaning products, poisons, and other hazardous chemicals have been kept out of children's reach. The outdoor play structures are age-appropriate and well-kept. The facility has rubberized cushions or grass beneath all play structures to absorb accidental falls. The facility has no bodies of water on the premises, as well a carbon monoxide detector, a centralized smoke alarm, a fully charged fire extinguisher, and working telephones. According to the director, there are no firearms or weapons in the facility. All solid waste storage containers have a proper tight-fitting cover.

LPA observed that the facility had posted the required documents. (i.e., license, waivers, notification of parental rights, notification of personal rights, car seat law, emergency disaster plan, and daily activities).

School age children were not present in the facility; therefore, children's records were not reviewed. The program uses an electronic app for authorized individuals to sign their children in and out. Children have access to drinking water via water fountains. Children are required to bring their own lunches.

A review of the facility's records revealed that the names, addresses, and phone numbers of each child's authorized representative are kept on file. A review of staff records revealed that five staff members have valid CPR and First Aid certifications.

According to the Director, the Center simulates fires and earthquakes monthly. The last fire and earthquake drill were conducted on 2/2022.

The center has a new director. LPA reviewed the director’s documents and education requirements on site. All documents and education requirements were met. LPA will update the new centers directors name in the departments profile.

LPAs reminded the director each staff are required to complete a new mandated reporter certificate every two years and basic pest management annually. The training can be obtained online at www.mandatedreporterca.com.

Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with the Licensee and discussed the Child Care Licensing Safe Sleep webpage https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed the Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
