Licensing Program Analysts (LPAs) Faye Bremer and Winnie Ly conducted an unannounced Annual inspection. LPAs met with Helen Lao and explained purpose of inspection. LPAs observed children being dropped off, and observed morning activities being conducted upon LPAs arrival. There were 73 children with 15 staff present today. Licensee Annabella Tong arrived sometime later.

LPAs toured and inspected the physical plant for any health and safety hazards. LPAs observed multiple space heaters stored accessible to children in classrooms throughout the center . According to Site Supervisor Helen Lao, the space heaters are used during nap time, and placed on the classroom floor. LPAs explained that this is still within reach of children. LPAs observed multiple surge protectors, extension cords, and power strips were exposed and within reach of children in classrooms throughout center. A power strip was observed exposed and stored adjacent to a children's handwashing sink. LPAs observed multiple electrical cords were low hanging, and were within reach above children's bathroom sink. LPAs observed facility sketch did not match actual physical plant, as walls with plexiglass windows were built to separate the rooms. LPAs informed Licensee Annabella Tong that facility will need a new fire clearance inspection, and a new updated sketch should be submitted to CCL to reflect the actual physical plant. LPAs observed a temporary shelf wall was built and was observed to hold heavy items. The shelf was observed to be bending and the wood supports are splitting. Star classroom has a makeshift gate with hook and eye lock, and sliding lock.

There are total of five class rooms and two children's bathrooms on this site. Children's bathrooms have total of 9 toilets and 9 sinks at the facility available for children's use. There is separate staff bathrooms available. Facility provides all meals - breakfast and lunch, and morning and afternoon snack. All required forms are posted. Emergency drills are conducted every month, for each classroom, and are logged. Classrooms have aquariums for fish and turtles. Classrooms have sufficient age appropriate toys and equipment available to children. Outside play area is safe with sufficient toys and equipment available.

LPAs reviewed a sample of staff and children's records. Staff have all required documents on file. Children's records reviewed had all required documents, agreements, and forms in file.

Chaptered Legislation SB 1405 was discussed with the director. In accordance with the Healthy Schools Act, California law requires that anyone using any pesticide must be trained every year in integrated pest management and the safe use of pesticides around children. The director was advised that a free one hour online course is available on the Department of Pesticide Regulation's Web site: www.cdpr.ca.gov/schoolipm/training. If the director had questions she can email ccipmlist@cdpr.ca.gov. Director was also advised that bleach is considered to be a pesticide under the law.

Deficiencies cited today under California Code of Regulations, Title 22, Div 12, follows on LIC 809D.
