On September 13, 2022, Licensing Program Analyst (LPA) Van met with Administrator Helen Tong Lao. Today's purpose of the inspection was to conduct a complaint investigation received on 9/8/2022. Site Director Annabelle Tong arrived during the visit. Present at the Center were 12 staff supervising 59.
Based on the information received, LPAs conducted surveillance at Parkside Park. LPA arrived at the Parkside at 9:45 am. LPA observed group teachers and children playing in the play structures area. LPA approached the teachers and introduced them, and the teachers confirmed that they were from Little Footprint Preschool. LPA interviewed the teachers present. LPA was informed that the children utilized the water fountains for drinking water. One of the teachers showed LPA paper cups that they brought with them in their backpacks to be used to get water from the water fountain. Teachers also mentioned that before using the water fountain, they clean it and let the water run for a few minutes. LPA tested the water fountain, and one of the water fountains was functioning. In addition, LPA spoke with a few parents who were frequently at the park with their children. Parents stated the teachers were very attentive and observed teachers using the water fountain for the children.
Based on LPA observations and interviews, although the allegations may have happened or are valid, there is no preponderance of evidence to prove the alleged violations did or did not occur. Therefore, the allegations are unsubstantiated.
This report is reviewed with the director, and a copy of this report must be made available for public review upon request.
