On November 16, 2022 at approximately 8:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with teacher, A1, and explained the purpose of the visit. Teacher notified director of LPA's presence. At start of LPA's inspection, program was not yet in operation. LPA observed staff on site to be setting up indoor and outdoor space to begin program operations.

Facility is a part time, co-op, combination infant and preschool center. Under preschool license, there are two classrooms. Wall partition that separated classrooms have been removed to create an open classroom referred to as the "Lake".

At approximately 8:50am, director, Sara O'Neill, arrived to facility. LPA explained the purpose of LPA's visit. With director, LPA inspected the entire facility, indoors and outdoors, for health and safety hazards.

Under preschool license, during LPA's visit included director, 6 teachers, 10 parent volunteers and 22 enrolled children. Facility is operating within capacity limits and ratio during LPA's visit.

For the preschool program, hours of operation are Monday to Friday, 9:00am to 1:00pm in the "Lake" classroom. Additional care is provided Tuesdays, Wednesdays, and Thursdays, 1:00pm to 3:00pm if needed. The "Pond" classroom is also available to preschool children Mondays, Wednesdays, and Fridays 9:00am to 1:00pm.

LPA observed "Lake" classroom to have areas for children to eat, play, and sleep if needed. Classroom is equipped with age appropriate toys and materials that are in good working condition. Program operates both inside the classroom and in outdoor area of classroom. Storage for children's belongings are located inside and outside the classroom, labeled with each child's individual names. LPA observed classroom to have a working carbon monoxide detector, fully charged fire extinguisher and fully stocked first aid kit/ emergency backpack.

If a child needed to nap in program, cots are utilized and sanitized daily. LPA observed poisons, cleaning solutions and hazardous materials to be stored inaccessible to children in classroom's high shelves. Classroom also includes a sink that is equipped with appropriate sanitation products

Bathroom on site includes toileting equipment that was observed to be clean and in good working condition. Sinks accessible to children do not provide water that is warmer than 120 degrees Farenheit.

Facility provides a food service that includes snack only. LPA observed kitchen and food prep areas to be clean and orderly. All food is stored and prepared properly to avoid contamination.

Water is made available inside and outside that facility with water pitchers and children's individual water bottles. Entire outdoor area is enclosed with an at least 4 ft. high fence. Infant and Preschool outdoor areas are separated from one another by fence/gate. There are designated areas in outdoor area that are shaded with tents and/or tarp hanging above. LPA observed outdoor area to have age appropriate materials, toys and equipment that were in good working condition. Outdoor area also includes accessible sinks for children to wash their hands when needed. Area also includes climbing structures that were observed to be age appropriate and have resilient padding underneath.

Facility has license documentation and information properly posted and available for review. Children are signed in and out of facility by parents' written signatures. Emergency drills are conducted at least once every six months and are properly logged and documented. Last emergency disaster drill was conducted 09/26/2022.

LPA reviewed facility records that included 10 children's records and 4 staff files. Children's files were observed to be complete and properly maintained. Children's files also include parent volunteers' information. Parent volunteer and staff files have required immunizations that were made available for review. Multiple staff members on site have valid and current CPR certifications that will expire 2023. Director's CPR certification is current and will expire 05/2023.

Director was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificate on file. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. No deficiencies were issued under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
