On April 18, 2024, Licensing Program Analyst (LPA) Van met with the lead teacher, Marni Tuel, for an unannounced required random inspection. The purpose of the inspection was explained, and staff granted LPA entry to the facility. The Director/owner, Sara Mathison O'Neill, arrived during the inspection. The center is a combination center with an infant and a preschool co-op program. Both programs operate under a separate license. The lead teacher, director, and three co-op parents supervised five infants. The facility complies with the staff-children ratios today. All staff members who were present during the inspection had criminal record clearance verified with the CDSS Guardian Background check site. The days and operations hours are Tuesdays and Thursdays from 9:00 am to 12:00 pm for 18-24-month-old children and 3:30 pm to 5:30 pm for 12-18 month-old children.

LPA evaluated the Center for Health and Safety Hazards along with the Director. The facility maintains a proper record of sign-in/out for infants, and all parent signatures match the number of infants present. The environment of the infants' classrooms appeared clean and organized, with appropriate heating, lighting, and ventilation. The Center provides age-appropriate toys, furnishings, changing tables, and equipment. LPA did not observe any pools, spas, or other bodies of water, nor did they notice any bouncers, exersaucers, or similar equipment at the facility. According to the Director, no firearms or weapons are present at the Center, and all cleaning materials and potentially hazardous objects are kept out of reach of children. Personnel restrooms are separate from children; all solid waste storage containers have tightly fitted lids. Designated cubbies are available for children to store their belongings. Multiple fully charged fire extinguishers with 2A 10 BC specifications and a functioning telephone are available. The Center also has a centralized smoke alarm and a carbon monoxide detector.

There is a designated area for infants needing rest or a nap without distraction or distraction. The area is equipped with sufficient sleeping equipment and cots for each child, and all mats and bedding are stored in their appropriate location. LPA reminded the Director that emergency exits must always remain clear and that cots and cribs cannot be placed in a manner that obstructs them.

Per Director, the Center provides disposable diapers and wipes for infants. However, families can bring their own if they choose to do so. The facility has two designated changing tables, equipped with at least 1" thick padding and covered with disposable paper. Additionally, the changing tables are designed with at least 3" elevated edges to prevent accidents. These tables are conveniently located within arm's reach of the sink, and disposable wipes are used to clean the area after each use. The Director has been reminded that the diaper changing area and sink must be reserved for their intended use only. They mustn't be used for food preparation or as a counter to store classroom activities or teacher resources.

The Center provides food service, including snacks, and families provide lunch. LPA observed that the kitchen and food prep areas were clean and orderly. All food is stored and prepared properly to avoid contamination.

Medications intended for infants are stored in the staff office with property parental consent and in the original container.

The outdoor surface area appears to be well-maintained and in good condition. It's covered with soft cushion padding, making it a safe and comfortable space for infants to play. There are designated areas in outdoor areas that are shaded with tents and tarps hanging above. LPA observed the outdoor area to have age-appropriate materials, toys, and equipment in good working condition. The outdoor area also includes accessible sinks for children to wash their hands when needed. The area also provides climbing structures that were observed to be age-appropriate and have resilient padding underneath. Drinking water is also easily accessible outside through pitchers, cups, or bottles.

During the inspection, LPA reviewed records of children and personnel. The records for each child were found to be complete, including their names, addresses, and authorized representative telephone numbers. Each child's file also contains information about their immunization record, medical assessment, and admission agreement. Staff members' records showed that all individuals requiring caregiver background checks had undergone criminal records and child abuse index clearances or exemptions. At least one staff present possesses a valid CPR certificate. LPA reviewed the educational qualifications of the staff members and confirmed that everyone had completed the required ECE units and mandated reporter training.

The Center conducted its fire and earthquake drills once every six months, with the most recent drill completed on 3/15/2024. The center had posted the required forms. (i.e., License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, Emergency Disaster Plan, and Daily activities).

The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The Director was informed about Mandated Reporter training AB 1207. The Mandated Reporter AB 1207 training must be completed every two years by the Licensee and for all staff hired. Training can be taken online at www.mandaterreporterca.com. Also, the Director was reminded of Pesticide training. Information on the DPR website at: www.cdpr.ca.gov/shoolipm/childcare

The Director was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain child care by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

No deficiencies were observed during the inspection.

A notice of site visit was given to the director, and it must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

An exit interview was conducted, and the report was reviewed with the Director/owner, Sara Mathison.
