***** This report was prepared in CCLD Regional Office, San Bruno on 3/9/21. This inspection was conducted via phone call due to COVID-19. Director was informed that a copy of today’s report will be emailed to her *****

Licensing Program Analyst (LPA), Farhan Bashir-Tariq called and spoke to Director, Nancy Costantiello to deliver the findings of this complaint investigation on 3/9/21. Purpose of inspection was explained. During the course of investigation, interviews were conducted with Director. As part of this investigation, Parents handbook and copies of email communications between facility staff and parents, were collected. It was established after completing investigation that facility failed to accommodate parents in accordance with parents rights. Parents were not allowed to enter the facility without advance notice.

Based on records review and interviews which were conducted, the preponderance of evidence standard has been met, therefore the above allegation(s) is found to be SUBSTANTIATED. California Code of Regulations, (Title 22, Division & Chapter number), are being cited on the attached LIC 9099D.”).

1596.857...Rights of parent or guardian to inspect facility without advance notice.
(a)...Upon presentation of identification, the responsible parent or guardian of a child receiving services in a child day care facility has the right to enter and inspect the facility without advance notice during the normal operating hours of the facility or at any time that the child is receiving services in the facility. Parents or guardians when inspecting shall be respectful of the children's routines and programmed activities. The facility shall inform parents and guardians of children receiving services in the facility of the right of the parents and guardians to inspect the facility pursuant to this section.

Facility shall develop a plan to allow parents to inspect the facility during childcare hours without advance notice. Facility shall work with parents to develop a plan acceptable by all parties. Plan should include compliance with State and Local Public Health COVID-19 guidelines.
