On 7/24/2024, at approximately 8:45AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Director Vanessa Morales (D1) and explained the purpose of the visit. Present during the visit was D1, 10 staff members, and 26 infants. The facility is in compliance with staffing and ratio requirements on this day. The facility’s operating hours are from 7:30AM to 5:30PM.

LPA and D1 inspected the facility for any health or safety hazards. The facility is equipped with fully charged 2A10BC fire extinguishers. There is a fire alarm system running throughout the facility. Smoke and carbon monoxide detectors are present and operational. Emergency exits are clearly labeled and visible. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care. Electrical outlets are covered and inaccessible to children in care.

The facility operates in three different rooms: Caterpillars, Ladybugs, and Butterflies. LPA observed age-appropriate toys and learning materials to be present in each room. Furniture was observed to be age-appropriate and free of rough or sharp edges. All doors are equipped with childproof levers to ensure off-limits areas are inaccessible to children. There are cribs and mats available for children to nap on. LPA observed all cribs and mats to be labeled for exclusive use by one child at a time. There are fans present throughout the facility to ensure the comfort and safety of children in care. Currently, the facility does not have any children who require medication. Per D1, medication is maintained in a central location (office) that is accessible as needed.

LPA observed the nap room to contain 11 cribs. LPA observed there to be at least one crib available for each infant who is unable to climb out of a crib on their own. Cribs were observed to be in good working condition. Mattresses were fitted with tight-fitting sheets. Per D1, sheets are provided by the facility and cleaned as needed. There were no loose objects or articles present in the cribs. Infant sleeping logs are maintained and are accessible for review immediately outside the nap room.

All food and milk are provided from home by the families of children in care. LPA observed milk bottles to be appropriately stored and labeled. Per D1, there is food available in the case that children do not arrive at the facility with their own meals. Sippy cups are brought from home and refilled with water at the facility as necessary.

LPA observed the outdoor play area to be free of debris and other loose articles. There are age-appropriate toys and equipment for children in care. The facility has a waiver that allows for rotating use of the outdoor play area by only eight children at a time. LPA observed the facility to be in compliance with the waiver during the visit. There are no pools or other similar bodies of water present in the facility.

LPA reviewed five staff files, five children’s files, and facility records. There is at least one staff member present with current and valid Pediatric First Aid/CPR training. All staff have current Mandated Reporter Training. Immunizations are available for review. All staff present have acquired fingerprint clearance and are associated to the facility.

LPA observed children’s records to contain infant needs and services plans, Emergency Identification and Information (LIC700), Consent for Emergency Medical Treatment (LIC627), and Notification of Parents’ Rights (LIC995). Infant needs and services plans were discussed. Infant sleeping logs were discussed. LPA observed infant sleeping logs to be maintained for children sleeping in cribs during the visit. Logs were observed to be complete and met requirements. LPA informed D1 that infant sleeping logs are to be maintained for all infants in care. D1 stated that they understood. LPA advised that a copy of the admission agreement shall be maintained in each child’s file. D1 stated that they understood.

LPA observed all required postings to be posted and accessible for review immediately upon entry into the facility. Posting requirements were discussed. LPA observed that the facility uses paper sign-in/out sheets posted in the entrance of the facility. LPA arrived during the drop-off period of the facility and observed parents signing children in and teachers checking to make sure all children were signed in. The facility last conducted an emergency drill on 2/16/24. Emergency drills are properly logged and documented. The facility has tested its fixtures used for food preparation and water consumption for lead and found no exceedances of lead.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today’s visit on 7/24/2024. See LIC9102-TV for technical violations issued today regarding infant sleep logs and admission agreements. A notice of site visit was given and must remain posted for 30 days.
