On March 9, 2022 at 9:15am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection at SFUSD-Rooftop Early Education School. LPA met with preschool program's head teach teacher, Katherine Konecky, and explained the purpose of the inspection. Present in the preschool program included head teacher, para-educator, and 9 enrolled children. Facility is operating within its capacity and is in compliance with staff/child ration on this date.

All individuals working at facility are fingerprint cleared through SFUSD. Preschool program operates at Rooftop Elementary and operates out of classroom #7. Preschool program operates Monday through Friday from 7:50am to 1:50pm.

With lead teacher and para-educator, LPA inspected the preschool classroom and outdoor area for health and safety hazards. Classroom has a working telephone on site. Entire facility has installation of smoke and fire alarm system. LPA observed classroom to have a carbon monoxide detector. All cleaning solutions, poisons and other chemicals are stored inaccessible to children on facility's high shelves. Classroom has age appropriate furniture and materials that are in good working condition. Storage for children's belongings are located in the classroom, labeled with children's individual names.

There is one bathroom in the classroom, with one sink and one toilet. Bathroom was observed to be in good working condition with appropriate sanitation products. There is an accessible sink located in the classroom, free of poisons or hazardous materials. Accessible sinks do not produce water that is warmer than 120 degrees Fahrenheit.

Preschool program is part of facility's food program. All food is stored and prepared in facility's kitchen to avoid contamination. Facility has sufficient amount of sleeping cots available. Children's sheets are stored in their personal cubbies. Drinking water is available to children, indoors and outdoors, with children's individual drinking bottles.

Preschool program has exclusive use of outdoor area that is separate from entire facility's outdoor area by fences and gates. LPA observed outdoor area to have age appropriate materials that are in good working condition. Resilient padding is located under climbing structures.

LPA observed preschool program to use paper sign in/out system. At time of inspection, all children were properly signed in to program with parents' full signatures. Classroom has license and all other required documents posted and visible for the public. Classroom has an emergency drill log for the school year. Last emergency drill conducted was 03/04/2022.
LPA reviewed 9 children's files (whom were present during inspection), lead teacher's and para-educator's files. Children's and staff files were complete. Lead teacher's CPR and First Aid certificate is current and will expire 09/2023.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Head teacher was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Head teacher is aware that all staff hired are required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificate on file. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No deficiencies were issued under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days.
