13 | On July 20, 2022, Licensing Program Analysts (LPAs) Van and Garcia conducted an unannounced subsequent complaint investigation in conjunction with a required annual inspection for the Infant program that operates in the same building. LPAs met with the Licensee, Maggie Poon, and Site Director, Lui Hoi Yee. The purpose of the inspection was explained, and entry to the Center was granted. Today, eight staff were supervising 45 preschool children.
The Licensee, Site Director, and staff were interviewed as part of the complaint investigation. Based on interviews and pertinent information obtained. This is a combination center with infants and preschool programs operated at the same address. Both programs have an outdoor waiver approved by the Department which allowed the programs to use a rotational schedule outdoor for children due to not meeting the outdoor space square footage requirement. As a result, each program has two scheduled rotations. The Infant group spends once a day outdoor. However, the Preschool group spends twice a day outdoor. Preschool group 1 is 9:30 am – 10:15 am and 2:30 pm – 3:15 pm; Preschool group 2 is 10:15 am- 11:00 am and 3:15 pm- 4:00pm. Infant group 1 is from 12:00 pm – 12:30 pm; Infant group 2 is 12:30 pm – 1:00 pm. This agency has investigated the above allegation. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore, the allegation is "unsubstantiated."
The report was reviewed and signed by the Licensee, Maggie Poon, and Site Director, Lui Hoi Yee. An exit interview was conducted, and rights to comment were discussed with the Licensee and Director. Today's report, 7/20/022, and notice of site visit will be sent to the Center email by the close of business on 7/20/22. Confirmation receipt is required, and this report must be available in the facility for public review. Notice of site visit shall be posted for 30 days from today's visit.
