Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the Site Director, Shelly Leshin, and explained the purpose of the inspection to her. LPA also met with the Senior Director, Nicole Olsen, who arrived at the facility during the inspection. There were 20 children with 4 staff plus the directors present during the inspection. The owner of the facility also showed up for a school tour for new parents that was scheduled with the potential parents during the inspection. All staff had fingerprint clearance. The facility's operation hours are Monday to Friday from 7:30 AM to 6:00 PM. The facility uses an electronic sign-in and out system called "ProCare"; every parent is assigned an individual code to sign into the system. LPA inspected the sign-in log with the parent's signatures in the system with the Site Director during the inspection. The facility runs the preschool program in a big classroom with an adjacent children's bathroom and an attached outdoor play yard in the back of the building. The facility requests the visitor to put the booties on to keep the facility clean. LPA inspected the facility for health and safety hazards. The facility was clean and in order and made all the toxins and harmful objects inaccessible to the children in care. The temperature and lighting were adequate. The facility installed gates at the cubbies area by the main entrance and an entrance to the office & food preparation areas to prevent children from accessing the off-limit areas. The facility's door is locked for safety during operation hours; parents or visitors must buzz the doorbell for entry. The facility had the right amount of cubbies and shoe shelves with children's photos for the children to store their personal belongings and shoes by the main entrance. The facility also had extra hooks for the children to hang their jackets in the back of the classroom. The facility covered all the electrical outlets and sharp corners indoors & outdoors. The facility installed carpet on the entire classroom floor as soft cushioning to prevent injury. There were plenty of age-appropriate toys, books, learning materials & equipment, and children's furniture that were in good condition and repair. First aid supplies were available and kept in a drawer in the classroom. The children's bathroom was clean and in order. It had 2 children-size toilets and 2 sinks available for the children in the classroom. The facility also had an adult bathroom for staff only next to the children's bathroom; it's closed and made inaccessible to the children at all times during operation hours. LPA did not observe any harmful items in it. The outdoor play yard was clean and in order. The children have to go through the office & food preparation areas to the outdoor yard. The facility latched the lower sink cabinet in the food preparation areas. All the food waste bins had tight lids in the classroom. The facility installed a gate at the stairway in the yard. The outdoor play yard was completely fenced. It is used by the schedules and was granted a waiver of outdoor yard usage by Child Care Licensing. There were plenty of age-appropriate outdoor toys, ride-on toys, playhouses, and children's furniture that were in good condition and repair available for the children. The facility put carpets and rubber mats on the ground as soft cushioning to prevent injury. Cots were used as napping equipment with children's names and kept properly in the office area. Children brought their bedding to school. The facility provided AM/PM snacks & lunch to the children. The facility provided drinking water to the children in pitcher with cups. Per the Site Director, there were 2 children on Special medication; LPA inspected the medication and the storage of that during the inspection. LPA reviewed children and staff files and obtained a copy of the current children's roster from the facility during the inspection. The facility conducts disaster drills monthly and logs. All staff had current CPR/First Aid Training and Child Abuse Mandated Reporter Training. All staff completed the Pest Management training as well. All required postings were posted in the classroom. The facility also had the lead water test for the building and passed the test on 8/30/2022.

Criminal Record Clearance - the licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Lead Testing Child Care Centers (CCC) COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four For the following scenarios use the below un-bolded language: • CCC COMPLETED TESTING AND IS IN THE PROCESS OF REMEDIATING LEAD EXCEEDANCES, or • CCC COMPLETED SAMPLING BUT THE TEST RESULTS ARE NOT YET AVAILABLE, or • CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE, or • CCC TESTING DEADLINE HAS NOT PAST LPA referred licensee [or facility representative] to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.
