25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection. LPA met with the licensee, Alla Filmus, and 2 helpers who have fingerprint clearance. The purpose of the inspection was explained to her. There were 11 children including an infant with 2 helpers present. The licensee owns and lives with her husband and her children in the two units (#4700 & #4710) building with one main entrance; the licensee lives in unit #4710 with her family and unit #4700 is for rent now. The building also has an in-law that belongs to unit #4710 on the ground level. The facility's name is "MUNCHKINLAND PRESCHOOL AND FAMILY DAY CARE", and the operation hours are Monday to Thursday from 8 AM to 5:30 PM; and Friday from 8 AM and 5 PM. Daycare areas are the entire in-law including a living room, a bedroom with an adjacent bathroom, and the food preparation area, lobby, and backyard on the ground level. The off-limit areas are the two units (#4700 & 4710), and a garage. LPA inspected the facility for health and safety hazards. The facility was clean and in order; the temperature and lighting were adequate. Toxins and harmful objects were made inaccessible to the daycare children. The facility had plenty of age-appropriate toys, books, learning materials, and children's furniture that were in good condition and repair for children indoors. The facility had a fully charged 2A10BC fire extinguisher, a working cellular phone, a working smoke and carbon monoxide detector, and first aid supplies available in the facility. All electrical outlets were covered. All the lower kitchen cabinets and drawers were either locked or free of harmful objects. The licensee had some cubbies with children's names available for the children to store their belongings in the lobby. Some high chairs were available for feeding only. The Mattresses were available for napping. The children's bathroom was clean and in order. The lower bathroom sink cabinet was latched. The licensee installed a gate at the entrance between the food preparation area and the living room to prevent children from accessing the off-limit areas. The outdoor play yard was completely fenced. There were plenty of age-appropriate outdoor toys, ride-on-toys, playhouses, climbing structures, and a blackboard for drawing on the wall. The licensee installed soft cushioning on the entire ground to prevent injury. The licensee had two cats and a dog keeping in the off-limit areas. Per the licensee, there were no guns or weapons in the facility. There were no children on Special medication in the facility. The licensee has provided meals and snacks to the daycare children daily. The licensee has conducted the emergency drill with the children at least 3 times a year and logged it. The licensee and three helpers had current CPR/First Aid training that will expire in 5/2025 and Child Abuse Mandated Reporter Training that will expire in 2025. LPA reviewed the children and staff files and obtained a copy of the current children's roster from the licensee during the inspection. All the required postings were posted. The licensee uses "AirTable Sleep Schedule' for the 15-minute nap check. LPA reviewed the record on the Apps during the inspection.
