25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection. LPA met with the licensee, Lai Yee Au, her helper, and the licensee's husband. LPA explained the purpose of the inspection to her. All adults in the facility have fingerprint clearance. The facility had 5 children including 3 infants and 2 preschoolers with a licensee and a helper present. The facility is called " Kwan's Family Child Care", and the operations hours are Monday to Friday from 7:30 AM to 6:30 PM. The Licensee owns and lives in this single-story family house with her husband and her younger son. The house has 2 bedrooms, 2 baths, a living room, a kitchen with an adjacent dining area, a backyard, and a garage. The daycare areas are the living room, a bathroom next to the living room, (the kitchen is used as a pathway to the backyard only. Children cannot stay in the kitchen area), and a backyard. The off-limit areas are a bathroom between bedrooms #1 & #2, a kitchen, bedrooms #1 and #2, a storage room in the backyard, and a garage. LPA inspects the house for health and safety hazards. The house was clean and in order, temperature and lighting were adequate and toxins and harmful objects were locked or made inaccessible to day care children. There were plenty of age-appropriate toys, books, learning materials & equipment, and children's furniture that were in good condition and repaired. There was a fully charged 2A10BC fire extinguisher, working 2 1 smoke and carbon monoxide detectors, and first aid supplies available in the daycare areas. The licensee installed a gate at the entrance of the kitchen to prevent children from accessing to the off-limit areas. The licensee installed the carpet on the entire floor as the soft cushioning in the daycare areas. All the electrical outlets had a child-proof built-in blockage. All sharp corners were covered. The children's bathroom was clean, and the lower sink cabinet and drawers were latched or blocked by a heavy step. All the toxins and harmful objects were made inaccessible to the children. The licensee conducted disaster drills monthly and logged them. The backyard was completely fenced and clean. There were plenty of outdoor toys, a play house, a sandbox, and ride-on toys available for the children. The licensee provides breakfast, AM/PM snacks, lunch, and dinner to the daycare children. Cribs, playpens, and cots were available for napping. Booster and high chair were available for feeding only. Per the licensee, there were no children on special medication. There were no guns, no weapons, and no pets in the facility. Licensee and helpers had current CPR/First Aid training and Child Abuse Mandated Reporter Training. LPA reviewed the children's files, and 15-minute nap log, and obtained a copy of the children's roster during the inspection. The licensee subscribed to daycare insurance that will expire on 6/2024. All the required postings were posted in the daycare areas.
