On October 3, 2022 at approximately 8:20am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with director, Lucila Preciado, and explained the purpose of the inspection. Present during LPA's visit included 22 children (all preschool age) and 3 staff members (including director). Facility is operating within capacity limits and ratio during LPA's visit.

On September 12, 2022, director submitted supportive documents to department, requesting to add outdoor square footage space. Per director, previously encumbered space in outdoor area included an off limits storage shed. Director removed storage shed and requested to add square footage where shed was originally placed. LPA's annual inspection also included a case management inspection.

The facility was inspected, indoors and outdoors, for health and safety hazards. Hours of operation are Monday to Friday 7:30am to 6:00pm. Facility operates on lower level of St. Aidan's Episcopal church. Facility operates as a Montessori, Spanish Immersion program.

LPA observed classroom to be clean, equipped with age appropriate Montessori materials, toys and furniture. Classroom is appropriately ventilated with proper temperature. LPA observed all poisons, cleaning solutions and hazardous materials to be stored inaccessible to children on facility's high shelves. Storage for children's belongings are located inside the classroom that are labeled with each child's individual names. Facility is equipped with multiple fully charged fire extinguishers, fully stocked first aid kit and carbon monoxide detectors. Facility is also equipped with a fire alarm system implemented.

Facility also includes a separate room, for napping purposes only. LPA observed napping room to be clean with age appropriate cots and bedding equipment. Electrical outlets are made inaccessible with child safety covers.

Facility provides a morning and afternoon snack to enrolled children, served in a Montessori style. Children provide their own lunch. LPA observed snack area to be clean. Water is made available to children indoors and outdoors, with children's water bottles that are refilled at facility.

LPA observed children's bathrooms to be clean equipped with 3 toilets and 2 sinks. Bathrooms were observed to be clean and in proper working condition. Children's sinks do not provide water that is warmer than 120 degrees Fahrenheit.

Entire outdoor area is fully fenced. LPA observed outdoor area to have monkey bars and climbing structure that was age appropriate. Play structures were observed to have resilient padding underneath. Adequate shade is provided by trees hanging over head and neighboring building.

LPA measured space in which encumbered storage shed was placed. The outdoor area space to be added measures for 118.8 sq. ft divided by 75 sq. ft allowing for 1 additional child to be added to overall, outdoor capacity.

Children are signed in and out of facility by front entrance using parents' electronic signatures. At time of LPA's inspection, all children present were properly signed in. Facility has license documentation and information properly posted and available for review in main entrance of facility.

LPA reviewed facility records that included 10 children's records and 3 staff members' records. LPA observed children's to be complete with identification and emergency information on file. Director's and teachers' files were also complete. Multiple staff members on site have a valid CPR certificate that is current and will expire in 2023 or 2024. Last emergency drill was conducted 03/03/2022. Emergency drills are conducted at least once every six months and are properly documented.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA will approve outdoor space to include an additional enrolled child to overall outdoor capacity.

No deficiencies were issued under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
