On October 24, 2023 at approximately 8:30am, Licensing Program Analyst (LPA) Catrina Quimbo, conducted an unannounced, annual inspection. LPA met with head teacher, T1, and explained the purpose of the visit. At start of inspection, children were being dropped off to facility.

Program is a preschool, Spanish immersion Montessori program that operates on the lower level of St. Aidan's Episcopal church. Hours of operation are Monday through Friday 7:30am to 6:00pm.

At approximately 8:40am, director, Lucy Preciado, arrived to facility. LPA continued annual inspection with director. Present during LPA's visit included 22 preschool age children with 4 teaching staff (including director). Facility is operating within capacity limits and ratio during LPA's visit. All staff present have fingerprint clearance on file.

LPA inspected facility, indoors and outdoors, for health and safety hazards. Classroom includes a variety of toys and materials that were in good condition. LPA observed classroom to have age appropriate furniture, equipment and Montessori materials. There are specific areas in classroom that are separated into language, math, reading and motor skill development. LPA observed electrical outlets in classroom to be made inaccessible with child safety covers and/or blocked by furniture.

There is a separate room utilized for napping children. Napping area was observed to be equipped with cots that were appropriately stored. Children's sheets and blankets are stored on children's individual cots, that are sent home weekly. LPA observed electrical outlets in napping room to also be made inaccessible with child safety locks.

Facility is equipped with a fully charged fire extinguisher, fully stocked first aide kit, fire sprinkler, smoke alarm system and carbon monoxide detector. LPA tested carbon monoxide detector in classroom, which was observed to be working. Storage for children's belongings are located inside the classroom, labeled with children's individual names.

Bathroom for children's use was observed to be clean. Sinks and toilets were in working condition. Sinks accessible to children do not provide hot water and were equipped with appropriate sanitation products. LPA observed cleaning solutions, poisons and other hazardous materials to be stored in bathroom, in a high cabinet, inaccessible to children. LPA did not observe any accessible poisons or chemicals in classroom.

Program provides a food service that includes morning and afternoon snack only. Children are to provide their own "ready to eat" meals. Snack is prepared in facility kitchen. LPA observed kitchen to be clean with materials appropriately stored and maintained. Garbage cans in classroom were observed to have tight fitting lids.

Outdoor area is entirely enclosed and fenced. LPA did not observe loose debris or materials in outdoor area. There is a play structure that has resilient padding underneath. There is sufficient shade from trees. Outdoor materials are stored in classroom closet, that was observed to be in good working condition. LPA did not observe any pools, spas or bodies of water on site.

Program utilizes electronic signatures for children's sign in and out records. During visit, all children were properly signed into program. LPA observed licensing posters and documents to be properly posted and available for review in front entrance of center. Program conducts disaster drills which are properly logged. Last disaster drill was conducted 10/18/2023.

LPA reviewed facility records which included 4 staff records and 5 random children's records. Children's records have identification information on file and record of required immunizations. 2 of 4 staff members on site have a current CPR/First Aid certification.

Director was reminded all staff hired are required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

Facility completed lead testing May 2023. Water fixture tested was within the 5.5 ppb threshold. Drinking water is made available to children, indoors and outdoors, with children's individual water bottles, which can be refilled through water jars. Per director, water jars are filtered and are refilled on site.

LPA discussed the safe sleep regulations with director and
discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Program was cited a Type B citation for not completing lead water testing requirement by due date of January 2023. Appeal Rights were provided. A plan of correction was discussed.

A notice of site visit was given and must remain posted for 30 days.
