On August 22, 2023, at approximately 11:20am, Licensing Program Analyst (LPA) Ly, arrived at the facility unannounced to close the complaint investigation to the above allegatio and met with Director Isabell Klein. Present during the visit were Director, 4 staff and a Karate teacher caring for 13 children.

Based on information obtained during the course of this investigation through interviews and information obtained, there was no sufficient evidence to prove "staff locked children outside as a form of punishment." Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur; therefore the allegation is UNSUBSTANTIATED.

This report was reviewed with Director whose signature confirm have read the report. Report must be made available for public review upon request. A copy of this report and rights to comment and appeal have been discussed and left with Director. Notice of Site Visit shall remain posted for 30 days.
