On 2/23/2023, at approximately 8:45AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA was granted entry to the facility by a helper (H1). LPA explained the purpose of the visit to H1. Licensee Rosimiere Herrington arrived at 10:55AM. Present during the visit were Licensee, H1, two infants, and one preschool age child.

Daycare Areas: Bedroom #1, Bedroom #2, Living Room, Bathroom, and Kitchen.
Off-limits Areas: All closets.

LPA inspected the home for any health and safety hazards. LPA observed the home to be in clean and orderly condition. The Living Room and Bedroom #2 are furnished as play areas for children. There are age-appropriate toys and play equipment in Bedroom #1, Bedroom #2, and the Living Room. LPA observed all electrical outlets to be secured by covers or otherwise obstructed by furniture to be inaccessible to children in care. LPA observed a carbon monoxide detector to be present in Bedroom #2. The home is equipped with a fully charged 2A10BC fire extinguisher. There is a fire alarm system running throughout the home. There are cribs available for use. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care.

There is no outdoor play area in the facility. There are no pools or other bodies of water present in the facility. Off-limits areas are kept inaccessible with the use of childproof doorknobs.

LPA reviewed two personnel files and three children’s files. Licensee’s First Aid/CPR expired 9/2021. Licensee’s Mandated Reporter Training expired 5/2023. During the visit, Licensee registered in a class to renew their First Aid/CPR training. LPA discussed Mandated Reporter Training requirements with Licensee. Children’s files were observed to include Emergency Identification and Information (LIC700) and Notification of Parents’ Rights (LIC995A).

LPA discussed requirement to be present in the home for at least 80% of operating hours during the day. The facility provides breakfast and AM/PM snack for children. Children bring lunch from home. All required postings were observed to be posted in the Kitchen.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
