25 | On March 22, 2024, at approximately 1.20pm, Licensing Program Analyst (LPA) Tso made an unannounced required visit to the child care center listed above. The LPA was granted entry by the Founder, Miranda Pan. The Founder was informed of the reason for today's visit by the LPA. The Administrator, Jennifer Fan returned to the facility at approximately 2.30pm. Present in the center included the Founder, 8 staff members and 38 preschool-aged children. All individuals listed on the facility’s roster have been granted permission to work or be present in a childcare center. The center is operating within its capacity and in accordance with the required ratio of staff to children. LPA reminded the Founder to arrange qualified teacher(s) in each classroom sufficiently. The hours of operation are Monday- Friday, 8:00 am- 5:30 pm.
The facility had 2 main entrances for 2 separate classrooms. The entrance on Clement Street was for the 'Duck class" on the lower level; another entrance at the play yard on 7th Avenue was for the Owl Class on the upper level. The facility has run the preschool program in 2 separate classrooms on a different level, they were called "Owl" and "Duck".
LPA assessed the Center for Health and Safety Hazards with the Founder. Per Founder, there are no changes to the existing physical plant. The facility uses Brightwheel app to maintain a record of sign-in/out for children. The classroom environment appeared clean and organized, with appropriate heating, lighting, and ventilation. The Center also provided age-appropriate toys, furnishings, changing tables, and equipment. LPA did not observe any pools, spas, or other bodies of water at the facility. According to the Founder, no firearms or weapons are present at the Center, and all cleaning materials and potentially hazardous objects are kept out of reach of children. Personnel restrooms are separate from children. LPA reminded the Founder to put the lids on the waste storage containers. The Center also maintains a carbon monoxide detector, centralized smoke alarm, fully charged fire extinguisher, and First Aid kit. Designated cubbies are available for children to store their belongings. There is sufficient sleeping equipment and cots for each child, and all mats and bedding are kept in the appropriate location.
