On 4/3/2024, at approximately 2:00PM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Director Wendy Yeh (D1). LPA explained the purpose of the visit. Present during the visit was D1, eight staff members, ten toddlers and 29 preschool age children. The facility operates as a Mandarin-immersion program with a toddler component. The facility’s operating hours are from 8:00AM to 5:30PM.

LPA inspected the facility for any health or safety hazards. LPA observed the facility to be in clean and orderly condition. The facility operates in three classrooms: Aspen (18 months to 2.5 years old), Pine (2.5 years to 3.5 years old), and Hazel (3.5 years and older). There is no co-mingling of children between the toddler program and the preschool age program. There are two fully charged fire extinguishers present in the facility. There are smoke and carbon monoxide detectors present in each classroom. Electrical outlets are childproof and secure. There are allergy lists and medical instructions posted for children with allergies in each classroom. Medication is stored centrally and out of reach of children in care. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care. Per D1, there are no firearms or weapons stored in the facility.

LPA observed there to be three operational sinks and three operational toilets in the bathroom. LPA observed cubbies to be present for each child. Children sleep on mats and bedding that is brought from home. Bedding is stored in cubbies and taken home once a week for cleaning. The facility provides lunch and AM/PM snacks for children in care. The facility is nut-free. Children with allergies bring their own lunch from home and their food is stored separately in labeled containers. Per D1, the facility’s menu is sent out to parents weekly. Children bring water bottles from home and they are refilled at the facility. Water bottles are accessible and available for children when needed.

LPA inspected the outdoor play area for any health and safety hazards. The facility was granted a rotational use waiver for up to nine children at a time. LPA observed a rotation schedule for each classroom. LPA observed the outdoor play area to be free of debris and other loose articles. There is sufficient padding in the form of woodchips. There are age-appropriate toys and equipment for children in care. There are no pools or other bodies of water present in the facility.

LPA reviewed six personnel records, eight children’s files, and facility records. LPA observed all staff members to have current First Aid/CPR training. LPA discussed Mandated Reporter Training requirement with D1. All children’s files were observed to be complete. Infant sleeping logs were discussed with D1 for children under two years of age. LPA observed all required postings to be posted and accessible for review immediately upon entry to the facility. Children are signed in and out of the facility via the ProCare app. LPA verified attendance of all children present in the facility during the visit. The facility tested all relevant fixtures for lead on 3/12/2022, within the testing requirement of 1/1/2023.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with the facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today’s visit on 4/3/2024. A notice of site visit was given and must remain posted for 30 days.
