13 | Licensing program analyst (LPA) Van conducted a subsequent complaint inspection visit to deliver findings to the above allegations. LPA met with Senior Directors Nicole Olsen and Mary Tan, explaining the inspection's purpose. During the inspection, LPA inspected the Center for any health & safety concerns and made classroom observations. Today, 9 teachers, including the Directors, supervised 37 children.
As part of the investigation, LPA interviewed Directors, teachers, and children attending the Center and reviewed all pertinent documents. Based on the information obtained, there was insufficient evidence to prove that the staff threatened and yelled at the children. Regarding the facility operating out of ratio, the morning signed-in and out records revealed that the Center had a sufficient teacher-to-children ratio in each classroom during the morning drop-off period.
The Department has investigated the above allegations. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegations are Unsubstantiated. An exit inspection was conducted with the Directors. A copy of the report and notice of the site visit was provided to the Directors. LPA informed the Directors that the site visit notice must be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
