Licensing program analyst (LPA) Van conducted an investigation inspection to the above allegations. LPA met with (Head of School) Rochelle Domingo, the purpose of the inspection was explained. Present at the center are 5 infants, and 4 teachers.

During the investigation, LPA interviewed staff members, inspected classrooms, received copy of Policies & Guidelines for Napping and Staff meeting/training. Based on the information gathered, and staff members interviewed; There were not sufficient evidences to proof that staff member restrained children in care with body weight and putting blanket on child’s head during nap time. Per the Center Policies, "while infant sleeping schedules should be followed, no child should ever be forced to sleep but rather encouraged to rest or lie down". During the investigation, LPA observed individual cot for each child and did not observed blanket was used to cover any child’s head or face. Staff meeting/training discussed infants sleeping protocol, which stated not to put anything on top of the child, only uses gentle hand and a blanket (blanket is put as high as child's shoulder). During today's inpection, LPA observed a staff person in a designated area visually observing children in the napping area.

Although the allegation of the staff member restrained children and putting blanket on children’s head during nap time may have happened or may be valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is found to be 'Unsubstantiated.'
