25 | Licensing Program Analyst (LPA) Pandora Huffman-Smith met with the applicant and the director today for a pre-licensing inspection. Also present today are 3 staff and 11 infants. This inspection is for a change of ownership and the applicant is requesting the same capacity as the prior owner (23). The facility will operate as a combination center with infants ages birth to 24 months and preschool children ages 2 to 6 years Monday - Friday from 7:30 AM to 6:00 PM. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity..
Indoor: The infants have 2 sections, one for infants ages birth to 12 months and the other for infants ages 12 months to 24 months. The rooms were measure today and measure a total of 764 square feet allowing for a capacity of 22 infants. The facility was previously licensed for 26 infants under the former owner. A section of the napping room was used to calculate capacity at that time. The applicant is requesting to use a portion of the infant napping area as usable activity space for children. LPA advised the applicant that this will need to be discussed with management as Title 22 Regulation 101438.3 (c) Indoor Activity Space for Infants, states that the calculation of indoor activity space shall not include space designated and used for cribs. The infant areas appear to be clean and equipped with fire extinguishers, smoke and carbon monoxide detectors, children's cubbies for personal belongings, first aid kits, emergency supplies, cribs and other napping napping equipment, changing table within arms reach of a sink, and toys and other equipment. All furnishing and equipment appears to be safe and in good condition. There is a bathroom for children with 1 toilet, 1 urinal and 1 sink. There is an additional sink that the applicant would like to use for infants that is located in the preschool bathroom. The bathroom appears to be safe, clean and with no apparent health and safety risks. A separate bathroom is available near the kitchen for staff usage. Isolation of ill children will be in the back section of the infant room until parent arrives for pick up and the staff bathroom will be used if needed.
Outdoor: The outdoor play area was measured and is 712 square feet allowing for 8 children. The area appears to be clean and toys and equipment appear to be safe and in good condition. This outdoor play area will be for children in the infant and preschool programs.
