LPA Mok conducted an inspection to finalize the complaint with the Site Director, Emily Hemberger. The purpose of the inspection was explained to her. There were 60 children with 10 staff present. LPA conducted interview with staff, and witnesses during the investigation. Based on the interviews, there was no sufficient evidence to prove the daycare staff did not provide water to the daycare child.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore the allegation is Unsubstantiated.
