Licensing Program Analyst (LPA) Pandora Huffman-Smith met with the applicant, Wendy Wang, today for a pre-licensing inspection. The facility will operate Monday - Friday from 7:00 AM to 6:00 PM. The facility was inspected indoor and outdoor today for health and safety hazards and measured to calculate capacity.

Indoor: The facility will operate on the first and second floors. All areas measure a total of 1569 square feet allowing for a total capacity of 69 children. The first floor has three sections. The front area will be used in the morning and evening, the middle section will be used as a quiet reading area and the back area will be the main classroom. There is another area in the back, adjacent to the outdoor area that will be used during outdoor play time as a gross motor area. This area has huge sliding glass windows that opens up to give full access to the outdoor play area. The second floor has two classroom areas with a long area between the two that will be used for indoor play. All indoor areas appear to be clean and equipped fire extinguishers and smoke detectors. There is one bathroom on the first floor that is equipped with 3 toilets and 3 sinks and another bathroom on the second floor that is equipped with one toilet and one sink. Total sinks for children's usage is four and for toilets is 4, allowing for a capacity of 60. There is separate bathroom for staff usage. There is a food preparation area located on the first floor in the main classroom that appears to be clean and no apparent health and safety hazards were observed. Isolation of ill children will be in the front area on the first floor and the staff bathroom will be used for ill children, if needed, until parent arrives for pick up.

Outdoor: The outdoor area measures 377 square feet allowing for a total of 5 children. The play area appears to be clean and there is sufficient cushioning underneath the play structure. The facility will used the gross motor area for shading. Water will be available for children outdoor in pitchers with cups.

The applicant states that disaster drills will be conducted monthly and a log will be maintained for review. The fire inspection has been conducted and approved as of September 23, 2019.

Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA provided information for creating an IMS plan should the facility decide to provide IMS in the future. This plan is to be submitted prior to providing these services.

The following is required prior to licensure:

  1. The second floor has no toys or equipment for children. This area requires equipment prior to usage.
  2. Carbon Monoxide Detectors.
  3. First aid supplies.
  4. Gates for bottoms of front and back stair cases are required. Once the facility expands to the second floor, gates will also be required at the top of both stair cases.
  5. A waiver is required to be submitted and approved for scheduled usage of the outdoor play area due to insufficient square footage.
  6. A gate is required to be installed in the outdoor play area to separate the areas not safe for children (garbage area).
  7. Paperwork requires review.
  8. Facility postings are required:

    4. LIC 610, Emergency Disaster Plan
    5. Daily activity schedule
    6. LPA advised that once the facility is licensed, the license is also required to be posted
