Licensing Program Analysts (LPAs) Glenn Schnell and Luis Gomez met with Applicant Maria "Masha" LePort today for a pre-licensing inspection. This inspection included a technical assistance inspection for COVID-19 guidance and support. The applicant is requesting 45 children (ages 2 years to entry into first grade) with a toddler option component and of the total capacity of children no more than 12 will be toddler option age (18 months to 36 months old). The facility will operate Monday - Friday; 8:00 AM to 6:00 PM. The designated director/site supervisor for the facility is Masha LePort. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity.
Indoor: There are two classrooms that will be used for the program (one for the preschool and the other for the toddler option component). The following square footage was calculated for each room: Preschool- sq ft. 1056.79 or 30 children. Toddler Option- 647.629 sq. ft. or 18 children. Total useable indoor square footage is 1704.419 sq ft divided by 35 sq ft equals 48 children. The indoor space for children is observed today to be clean and all furnishing, toys and equipment observed to be safe and in good condition. There is storage space for children's personal belongings and cots to be utilized for napping children. The program will provide a sheet and blanket for each child, bedding will be laundered at the facility weekly or more often as needed. Cots will be cleaned at least weekly or more often if needed. The indoor space is equipped with a fire extinguisher, smoke and carbon monoxide detectors. There is no separate kitchen area since all food is provided by parents. Garbage cans have tight-fitting lids. first aid kit and emergency supplies are located in the classroom inaccessible to children. The facility is adequately ventilated.

For food service parents will provide lunch and snacks for their individual children. Only disposable products will be used for children's foods provided by the parents during the COVID 19 pandemic, but the facility will plan to use plastic plates, plastic cups and silverware in the future and will use the dishwasher to sanitize any non-disposable food service items.
Medications will be stored in the classroom in high cabinets or staff lounge in a refrigerator inaccessible to children. In the toddler option room and preschool room there are a total of 4 toilets and _5 sinks accessible for children's use. Bathrooms are located inside the classrooms. The bathrooms were observed to be clean and with no health and safety hazards. Total allowable capacity for toilets is 60 and sinks is 75 . There is a diaper changing pad located in the bathroom of the toddler option room which will be used for children still in diapers. Parents will provide their own diapers and wipes. Sinks accessible to children in either classroom deliver water that is no warmer than 120 degrees. The program will provide a pitcher with water and cups for children to drink water indoors and children will also bring their own water bottles from home daily. All toxins and other hazardous items will be stored in high cabinets in the classroom and will be inaccessible to children. Isolation of ill children will be in the lobby of the facility, which is separate from the other children, and staff bathroom will be used for an ill child.
Outdoor: The applicant has submitted a request for an open space waiver and will plan to use a local park (Panhandle Park). The applicant has submitted with the request a permit that has been issued by the San Francisco Dept. of Parks and Recreation and a plan how the program will utilize the park. LPAs inspected the park area to be used for health and safety hazards. No hazards were observed. Children and staff will walk to and from the park, which is located approximately 3 blocks away from the facility. Children will have access to a public bathroom at the park and the program will have individual water bottles to allow children access to drinking water outside. Shade for children will be provided by several trees located in the park. LPAs reviewed the conditions of the open space waiver with applicant today. LPAs will make a recommendation to approve the open space waiver.

The following items were reviewed as part of today's visit: Record keeping for staff, children and facility records, Care and Supervision of the Children, Child Discipline Procedures- staff will talk with the children and use redirection/ setting limits, Emergency Evacuation Procedures, Medication Policies, Isolation of Sick Children, Napping Requirements, Food Service- program will not provide food service, Transportation-none provided, Parents Rights, and Reporting Requirements. Required postings were observed during today's inspection.
The facility will conduct monthly disaster drills and a log will be maintained for review upon request. An approved fire safety inspection was received 11/24/20.
This facility will provide Incidental Medical Services – IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. Today's inspection included reviewing COVID-19 required postings and provided additional COVID-19 resources to applicants. LPAs reviewed the completed COVID 19 self assessment guide with the applicant. The self assessment was received and reviewed on 11/24/20. Applicant was informed that access to available Personal Protective Equipment (PPE) may be available through the local child care resource and referral agency.
An electronic copy of this three page report was emailed to applicant Maria LePort on 11/24/20. Applicant was asked to review the report and return a signed copy of the report to LPA Schnell.
LPA Schnell will recommend licensure of this facility for a capacity of 45 children (with 12 toddler option) once the following is received:
-Baseboard and edging in the toddler option room needs to be completed. Applicant to send pictures as proof of correction.
