Licensing Program Analyst (LPA) Haydee Caliboso met with Randall Choy and Jiali Zeng, President and Vice-President of Richmond Academy, on 10/6/20 for a pre-licensing inspection. The program offers a combination of a preschool program and a toddler component program. The applicant has requested a capacity of 60 preschool children, ages 2 to 6 years old, and 12 toddler children, ages 18-36 months old. The facility will operate Monday – Friday, 7:00AM – 6:00PM. The facility was inspected today, indoor and outdoor, for health and safety hazards, and measured to calculate capacity.

Indoor: The facility building that will be used for the program is on the lower level of a commercial building. The square footage calculated for Preschool Classroom (#1) was 2,0748 sq. ft, allowing for a capacity of 59 children. The square footage calculated for Toddler Classroom (#2) was 185.14 sq. ft, allowing for a capacity of 5 children. The Gross Motor Classroom (#3) was 1,119.96 sq. ft, allowing for a capacity of 31 children. Classroom (#4) was 126.58 sq. ft, allowing for a capacity of 3 children. The total indoor classrooms measure 3,510.08 sq. ft., allowing for a total of 72 children.

The classrooms and furniture equipment are clean and in good condition. Children’s toys and supplies are orderly, in good condition, and age appropriate. There is storage space for children's personal belongings and mats to be utilized for napping children. Mats will be cleaned daily or as needed. Facility will provide a sheet and blanket for the children. Bedding is to be washed weekly or as needed. The facility is equipped with a fire extinguisher and smoke detectors.

The facility has a kitchen with a built-in counter-top area and with a working refrigerator where food is stored. Each classroom has garbage cans with tight-fitting lids. Refrigerated medications will be stored separately from food. Medication will be administered with parental consent and will be kept in the child’s file for record. All medication will be logged when administered to children. The program will provide lunch, morning, and afternoon snacks daily. Only disposable products will be used for food service.

The toddler program plans to provide care for children ages 18-36 months in the Toddler Classroom (#2). The toddler classroom has a designated classroom and is separated by a gate from the preschool classroom. Parents will provide written permission to participate in the toddler program.

There are total of 7 toilets and 6 sinks accessible for children to use. The capacity for 7 toilets is 105 children, and the capacity for 6 sinks is 90 children. The bathrooms are clean and do not have any health or safety hazards. All cleaning supplies and hazardous items are stored in a locked cabinet made inaccessible to children. Isolation area for ill children is located at the front by the main entrance near the cubby area. Staff bathrooms will be used for ill children, if needed, until parents arrive for pick-up. Children will bring their own water bottle for indoor and outdoor use. In addition, pitchers of water and disposable cups will be provided for indoor and outdoor use.

Outdoor: The facility has no outdoor play area. The facility submitted an open space playground waiver permit to San Francisco Recreation Park and Recreation Department to use the children’s playground at Rossi Playground located at 600 Arguello Boulevard in San Francisco which is 0.2 miles away from the facility. The approval of permit from San Francisco Recreation Park for playground usage is currently pending. The park was inspected and meets the requirements for the open space waiver. Children will walk to the park. Teachers will bring children’s water bottles for playground use.

LPA reminded Randall and Jianli to ensure ratio and supervision are observed at all times. The facility will conduct and log fire drills once every six months, and the log will be available upon request. There will be no children in the kitchen during the hours of care.

The following items were reviewed as part of today’s visit: Record keeping for staff, children, and facility records, care and supervision of the children, child discipline procedures – staff will use positive discipline. Emergency Evacuation Procedures, Medication Policies, Isolation of Sick Children, Napping Requirements, Food Service, Transportation-none provided, Parents Rights, and Reporting Requirements.
This facility will provide Incidental Medical Services – IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. Based on available square footage, sinks, and toilets, LPA Haydee Caliboso will recommend licensure of this facility for a maximum capacity of 72 children. The following is required prior to licensure:
