Licensing Program Analyst (LPA) Glenn Schnell met with Applicant Victoria Lam and Director Andy Wong today for a pre-licensing inspection via video conferencing. This inspection included a technical assistance inspection for COVID-19 guidance and support. The applicant is requesting 42 children (ages 2 years to entry into first grade). The facility will operate Monday - Friday; 8:00 AM to 6:00 PM. The designated director/site supervisor for the facility is Andy Wong. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity.
Indoor: Due to the nature of the call, measurements used were the measurements provided by the applicant as stated on the Facility Sketch. During the inspection, LPA verified that the classrooms have no encumbered spaces There are 3 classrooms that will be used for the program and the following square footage was calculated for each room: Room 1- 619 sq ft. , Room 2- 550 sq ft., Room 3- 267 sq ft. Total useable indoor square footage is 1436 sq ft divided by 35 sq ft equals 42 children. The indoor space for children is observed today to be clean and all furnishing, toys and equipment observed to be safe and in good condition. There is storage space for children's personal belongings and washable mats to be utilized for napping children. Parents will provide a sheet and blanket for their child, bedding will sent home to be laundered weekly. Cots will be cleaned at least weekly or more often if needed. Children will be signed in and out via electronic signature. The indoor space is equipped with a fire extinguisher, smoke and carbon monoxide detectors, separate kitchen area where snack food is stored, garbage cans with tight-fitting lids, first aid and emergency supplies. The facility is adequately ventilated and free of insects and bugs.

The program provides two snacks daily and parents will provide lunch. A combination of disposable products and plastic products will be used for food service and the dishwasher will be used to sanitize between use. Report continues on the next page.

Snack foods will be stored in the kitchen separately from any cleaning products or other hazards. Medications will be stored in the kitchen inaccessible to the children; there is a refrigerator located in this area for refrigerated medications. The kitchen also has a dishwasher, sink, microwave oven and toaster oven. There are 4 toilets, 1 urinal and _6_ sinks accessible for children's use. Bathrooms are located either inside the classrooms or in the hallway. The bathrooms were observed to be clean and with no health and safety hazards. Total allowable capacity for toilets is 75 and sinks is 90 . Sinks accessible to children deliver water that is no warmer than 120 degrees per the applicant. The program will provide a pitcher with water and cups for children to drink water indoors. All toxins and other hazardous items will be stored in a locked cabinet and will be inaccessible to children. Isolation of ill children will be located either in the director’s office and staff bathroom will be used for an ill child.

Outdoor: The outdoor area measures 1964 sq ft. allowing for a total of 26 children. LPA advised that a waiver will need to be approved for scheduled rotational usage. LPA Schnell received a request for a waiver and rotation schedule during today's inspection. The outdoor area to be is enclosed by at least a four foot fence and observed to be clean, safe and equipped with toys and equipment for children. The sandbox is covered to keep it clean. Although there are water fountains outside, during the pandemic, pitcher and cups will be used allow children access to drinking water outside. The following items were reviewed as part of today's visit: Record keeping for staff, children and facility records, Care and Supervision of the Children, Child Discipline Procedures- staff will talk with the children and use redirection, Emergency Evacuation Procedures-The facility will conduct monthly disaster drills and a log will be maintained for review upon request, Medication Policies, Isolation of Sick Children, Napping Requirements, Food Service, Transportation-none provided, Parents Rights, and Reporting Requirements. This facility will provide Incidental Medical Services – IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. The inspection included providing the applicants with the COVID-19 self assessment guide. LPA also reviewed COVID-19 required postings and provided additional COVID-19 resources to applicants. LPA reviewed this guide with the applicants and requested the guide be completed and returned to LPA as part of completing the application process for licensure. Applicant was informed that access to available Personal Protective Equipment (PPE) may be available through the local child care resource and referral agency.

LPA received a copy of the completed self-assessment guide on 1/8/2021.

An electronic copy of this four page report was emailed to applicant Victoria Lam on 1/8/21. Applicant was asked to review the report and return a signed copy of the report to LPA Schnell.

LPA Schnell will recommend licensure of this facility for a capacity of 42 children once the following is received:
