Licensing Program Analysts (LPA) Glenn Schnell met with Applicant, Bennett Molyneaux, today for a pre-licensing inspection. This inspection included a technical assistance inspection for COVID-19 guidance and support. The applicant is requesting a total capacity of 72 children (ages 2 years to entry into first grade) with a toddler option program of 12 children ages 18 months to 36 months old. Measurements calculated for indoor space will only allow for a maximum capacity of 66 children, so the applicant amended the application during today’s inspection to 66 children with 12 toddler option age. The facility will operate Monday - Friday; 8:00 AM to 6:00 PM. The designated director/site supervisor for the facility is Bennett Molyneaux. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity.

Indoor: The indoor space is divided by a downstairs and upstairs level. The following total square footage was calculated for both levels: 2323.31 square feet for a total capacity of 66 children. The indoor space for children was observed today to be free of any hazards and set up with toys, equipment, materials and supplies. There is storage space for children's personal belongings and mats to be utilized for napping children. Parents will provide a sheet and blanket for their child, bedding will be sent home and laundered weekly. During the week the applicant will ensure bedding for children is stored in a manner where there is no direct contact with other children's sheets and blankets. Mats will be cleaned at least weekly or more often if needed.

On the first floor, the toddler option program will be located in the back of the room and younger preschoolers will be in the front part of the room. Each program will be physically separate. Preschool children will be using the children’s bathroom on the first floor and preschool staff will have to escort the preschool child through the toddler option room to use the bathroom. The older preschool children will be located on the second floor. There are stairs located inside the facility that lead to the second floor. Stairs are gated at the top and bottom.

The indoor space is equipped with a fire extinguisher, smoke and carbon monoxide detectors, food preparation/kitchen area (located on the second level) with a microwave, gas stove, refrigerator, dishwasher. The program plans to provide lunch and two snacks, but this may change. Foods will be stored in the kitchen separate from cleaning products and other hazards. Applicant will report any food service changes to Licensing if there are changes. Program will use a combination of disposable products and real plates/cups/utensils for food service. Medications will be stored in the office on the first level or on the second level in the refrigerator in the kitchen. LPA's also observed garbage cans with tight-fitting lids, first aid and emergency supplies. There are 3 toilets downstairs and 4 faucets accessible for children's use and upstairs 2 faucets and 2 toilets for children. Total allowable capacity for toilets is 75 and sinks is 90. The program will provide filtered water indoors and cups for children to drink water indoors, and children will bring their own individual water bottles from home each day. All toxins and other hazardous items be inaccessible to children, poisons locked. Isolation of ill children will be located in the office and staff bathroom will be used for an ill child.

Applicant understands that preschool and toddler option children cannot commingle at any time. Each program has enough bathrooms so that bathrooms do not have to be shared. The applicant understands that the children must be kept physically separate from the preschool age children. The applicant also understands that the authorized representatives of the children permission is needed for the child to participate in the toddler option program and also if the child moves out of the toddler option program before the age of 3.

Outdoor: The outdoor area measures 3270.25 sq. ft. allowing for a total of 43 children. LPA received a waiver request from the applicant today with a rotation schedule since no more than 43 children will be able to be on the outdoor activity space at any one time. The outdoor area was observed to be is enclosed by at least a four-foot fence and observed to have no hazards. Resilient material located under climbing applicable climbing structures is wood chips. Pitchers of water and disposable cups or children’s individual water bottles will be provided for drinking water. Shade for children is provided by portable shade structure. The children in the toddler option program will use the outdoor space at a separate time from the preschool program since no commingling will be allowed.

The following items were reviewed as part of today's visit: Record keeping for staff, children and facility records, Care and Supervision of the Children- applicant understands that close supervision of the children needs to be maintained at all times on the second level since there are stairs in the classroom and an emergency exit door that leads to the rooftop and down to the first level inside the outdoor activity space. Child Discipline Procedures; talking to children and redirection will be used. Emergency Evacuation Procedures; fire drills practiced monthly. Medication Policies and medication administration, Isolation of Sick Children, Napping Requirements, Food Service, Transportation-none provided, Parents Rights, and Reporting Requirements were also reviewed.

The facility will conduct monthly disaster drills and a log will be maintained for review upon request. The fire inspection was conducted, and approval was received on 10/26/21. The requirement for the testing of lead in the water was discussed (H&S Code 1597.16). LPA informed the director/licensee to review Provider Information Notice 21-21-CCP (dated 7/28/21) for directives and regulations regarding obtaining a test of the water for lead, and how that information is to be documented and reported to Community Care Licensing. Requirement for testing must be met by January 2023.

Since the applicant will have a toddler option component, LPA Schnell discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility will provide Incidental Medical Services – IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used.
