Licensing Program Analysts (LPAs) Stacey Williams and Marissa Soto met with Jaime Moyer, Assistant Director for the purpose of an unannounced annual random inspection. LPAs observed seventeen (17) pre-school children supervised by 3 staff.

LPAs toured the facility inside and out for a health and safety inspection. All cleaning supplies and hazardous items are stored in the lunch room on the top of the refrigerator inaccessible to children. Outdoor activity space and equipment was in good repair. Restrooms were sanitary and in operating condition. Storage containers for solid waste had lids. Drinking water was readily available inside and outside. The facility utilizes a portable container for outside water. The playground equipment and outdoor activity space is maintained and in good condition. Sand is being used as cushioning around the climbing equipment and level is sufficient to absorb a fall. Fire drills are conducted and documented. Carbon Monoxide and smoke detectors were present and operable.

All staff currently employed with the facility have a criminal record clearance. LPAs reviewed children’s files during inspection and observed the files included information pertaining to their authorized representative, consent for medical treatment, medical assessment form and immunizations. LPAs reviewed a random sample of staff records. Files included current CPR/First Aid and documentation of the educational background, training, and/or experience. LPAs did not review mandated reporter training certification or record of required immunizations in staff files.

Program provides morning and afternoon snacks. Menu was posted in the facility. Food preparation area is clean, food is protected from contamination, and all food or beverages are stored in covered containers and labeled.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Title 22 deficiencies will be cited on the following page, LIC 809D.

This facility evaluation report was reviewed and discussed with the Assistant Director. The implementation of AB 2370, lead exposure and proposed safe sleep regulations was discussed. Assistant Director was encouraged to the visit the departments website at WWW.CCLD.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining to child care centers.

Exit interview conducted. A notice of site visit was provided and should remain posted for a period of 30 days for parental review. Appeal Rights provided.

A licensee shall have 30 days after the employment of a staff person or enrollment of a child to secure records requiring information from sources not in the control of the licensee, staff person, or child. An extension can be granted where the licensee can demonstrate that further delays are beyond the control of the licensee. No additional onsite inspections for the purpose of checking completion of the designated records shall be made during the 30-day period.
"Records," for the purposes of this subdivision, mean those types of records requiring information from sources not in the control of the facilities, and include, but are not limited to, all of the following:
