On 10/30/23, Licensing Program Analyst Carla Polanco Rivera (LPA), met with Lead Teacher Shawn Northcraft in the Head START portable classroom, and Lead Teacher Delia Meza-DaSilva in the preschool classroom #7. Today's visit was for the purpose of an unannounced Annual inspection. During today's inspection there were 10 children present in the AM Head Start class, and 13 children in room #7 PM class. This facility is licensed for preschool in rooms #1, #2, # 7 and the Head Start Portable, all classrooms are located on the Taft School property. At this time the facility is only using room #7 and the Head Start portable, LPA inspected both classrooms inside and out.

Facility days and hours of operation for both the head start classroom and room #7 are Monday- Friday, 8:00 AM-11 AM (morning program) and 12:00 PM-3:00 PM (afternoon program).

LPA reviewed care and supervision of children, staffing ratios and first aid supplies, furniture, equipment, fire drills and drinking water. There are adequate toys and equipment available for children. Outdoor play areas were toured and appear to be in good repair, there is sufficient cushioning under the play structures. Toileting facilities were in operating, safe, and sanitary condition. LPA observed all required forms to be posted. Food is provided by the school district. Menus were posted and drinking water was readily available to children. LPA reviewed the sign in/out clip boards in classrooms and observed that children are properly signed in.

Staff and children's records were reviewed in all classrooms. Files reviewed contained an emergency card and consent for medical treatment. At least one staff member present in each of the classrooms has current Pediatric CPR and First Aid certification, Teacher Northcraft (Exp. 06/2024 ) & Teacher Delia Meza-DaSilva (Exp.06/2024 ). All staff are currently employed through the District and have a criminal record clearance, mandated reporter certificates, and documentation of the educational background, training, and/or experience. LPA observed health screening reports with TB test and required MMR and TDAP vaccines for staff members. Staff are required to renew Mandated Reporter training every 2 years, training is available through the www.mandatedreporterca.com website.

Children are served breakfast for the AM programs and Lunch for the PM Programs. Meals are provided by the district and served to the children in the school cafeteria for the Head Start class and in the classroom for children in room #7.

LPA reviewed storage of medication, and child personnel records. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers, sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Exit interview conducted and report was reviewed with Lead Teacher Shawn Northcarft. A notice of site visit was posted by LPA in both classrooms and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.


In the areas that were evaluated, no deficiencies were cited during the inspection.
