Licensing Program Analyst (LPA) Stacey Williams met with Director, Teresa Moreno to open and close the complaint investigation regarding the above allegation. LPA observed 137 chidren supervised by 14 staff.

During the course of the investigation, LPA conducted interviews and obtained information pertaining to allegation. It was alleged that the facility is not enforcing the use of masks for children. Interviews revealed that staff are required to wear masks and all children over the age of two years old are encouraged to wear masks. LPA and Director toured the facility during the inspection. LPA observed children in multiple classrooms not wearing masks. Director acknowledged there have been occurrences when younger children forget to put their mask on or are unwilling to wear the mask. The Director explained that the facility informs parents of mask guidelines and will continue to communicate county and state guidelines to families. Staff will remind children to use their mask when masks are taken off.

Based on today's inspection the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. A Technical Violation was assessed on the subsequent pages. An exit interview was conducted with the Director. Notice of Site Visit was provided and should remain posted for 30 days.
