Application Specialist (AS) Seychelle De Luca met with Director Alma Tacderan for the purpose of an announced case management tele-inspection (due to COVID-19). Director requests to add room 106 in the Administration Building (Building A) to the preschool license. Director is not requesting to make any changes to the capacity. The facility's hours of operation are Monday through Friday from 7:00 AM to 5:00 PM.

A virtual health and safety inspection was conducted in all areas accessible to preschool children. There are five preschool classrooms: 119/121, 116, 114, 106 (Building B - Children's Building) and 106 (Building A - Administration Building). Director measured the classrooms and AS walked her through the measuring process. The total classroom space contains a total of 3,738.217 square feet, which will accommodate the current capacity of 91 preschool children. There are 8 toilets and 16 sinks available to children, and a separate staff restroom is available. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office and will use the staff restroom, if necessary.

AS observed sufficient amount of furniture, toys, cots, cubbies, and play equipment in the classrooms. AS observed a functional carbon monoxide detector in each building. AS observed disinfectants and medications are inaccessible and appropriately stored. AS observed a paper sign-in/sign-out system.

There are two outdoor areas on the property: infant/preschool yard and school-age yard; and the yards are separated by a fence. The facility has a waiver for infants and preschool children to share the outdoor space. AS observed a sufficient amount of equipment and toys. There are no bodies of water on the premises. There are shaded areas supplied by trees and overhangs.

Director measured the outdoor space and AS walked her through the measuring process. There is a climbing structure in the preschool yard and Director stated it is anchored in. The safety label reads the climbing structure is intended for children ages 2 to 12 years old. The outdoor preschool yard contains a total of 4,483.052 square feet, which does not accommodate Director's current capacity of 91 preschool children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

Director was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request.

An exit interview was conducted and in the areas that were evaluated, no deficiencies were observed at the time of the inspection This facility evaluation report was reviewed and discussed with Director. AS emailed a copy of the 809 to Director. Director understands she must read the reports and send back an acknowledgement that she read and received the report. AS also emailed LIC311A, Effects of Lead Exposure brochure, and immunization card.

THE FOLLOWING IS REQUIRED BEFORE APPROVING ROOM ADDITION:
1. Fire clearance.
2. Director will submit a waiver request to use a rotating outdoor schedule where no more than 59 preschool children will go outside at one time. Director will include the outdoor schedule use.
