13 | On 09/20/23, Licensing program Analyst (LPA) Elvira Sierra met with Licensee, Gloria Smith to deliver the findings of the complaint investigation regarding the above allegation. Present in the facility was licensee caring for five children.
LPA conducted an investigation regarding the allegation listed above. The facility was toured, and interviews were conducted with the Reporting Party (RP), Licensee, daycare children and parents of children enrolled in the facility. It was alleged that the Licensee handled child #2 in a rough manner. The licensee denied the allegation and reported that she uses redirection as a form of discipline and at times time out. Also, Licensee stated that child #2 had behavior issues and made false allegations out of anger because of given time out. Interviews conducted did not disclose any information that was evident to support the allegation that Licensee handles daycare children in a rough manner. Based on interviews, observations, documentation, and other information gathered, there was not a preponderance of evidence to prove or negate the allegation, therefore the allegation is UNSUBSTANTIATED.
An exit interview was conducted, and the report was reviewed with Licensee, Gloria Smith. LPA provided Licensee Appeal Rights and a copy of this report. A Notice of Site Visit was posted by LPA and shall remain posted for 30 days. .
