On Friday August 13, 2021 at 11:10 am. Licensing Program Analyst (LPA) Elvira sierra met with Licensee, Virginia Shannon to deliver the findings for the above complaint allegation. There were 4 staff caring for 31 children.

Reporting Party (RP) alleged that facility staff denied parent access to daycare children’s records. The facility self-reported the incident on 07/27/21 to the Department by submitting an Unusual incident report. During the investigation, the facility was toured, and interviews were conducted with RP and staff. During interviews staff admitted to denied parent access to children record; Staff expressed reservation about providing all documentation to the parent without a court order. Technical assistance concerning parents’ rights was discussed.

Based on interviews the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations Title 22 is being cited on the attached LIC 9099D. Exit interview conducted and notice of site visit posted.
