Licensing Program Analyst (LPA) Alecia Sifuentes met with Director, Debi Hyzdu for an unannounced annual/random inspection. Thirty three preschool-age children and five staff members were present. The program conducts a morning session in two rooms from 9:00 a.m. - 12:00 p.m.

A tour of facility was conducted inside and outside. Medications, disinfectants, cleaning solutions, and hazardous items were appropriately stored and inaccessible to children. Furniture, equipment, and play materials were in good condition. Playground equipment was free of loose and sharp parts. The areas under and around playground climbing equipment were cushioned with materials to absorb falls. All food was protected against contamination. Trash cans containing solid wastes had lids. Uncontaminated drinking water was readily available to children both indoors and outdoors. Snack menu was posted in a visible area. LPA observed Sign In/Out Sheet with signatures, times, and dates. Toileting facilities were in operating, safe, and sanitary condition. The facility has two bathroom equipped with 4 toilets, 2 urinals, and 4 sinks. There was sufficient staff to meet ratio requirements.

Adequate supervision was provided during today’s visit. All staff have criminal record clearance. Three children's files were reviewed and two staff files. At least one staff member has a current CPR/First Aid Certificate and expires on 2/2020. Last facility fire drill was conducted on 8/26/2019. LPA confirmed that facility's fees are current.

This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the new Mandated Reporter Training with licensee. Beginning January 1, 2018, Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. In addition, existing licensees must meet requirements by March 30, 2018. This training requirement may be met by using the Department’s Office of Child Abuse Prevention (OCAP) online training modules. The OCAP modules are free of cost and available at: http://www.mandatedreporterca.com/. The training is currently provided in English.

LPA provided the Community Care Licensing’s website www.ccld.ca.gov, so the licensee can obtain updated licensing information, new regulations and access forms. LPA advised licensee of their responsibility to stay current in regards to new regulations. LPA also included the email address for the children's advocacy program to stay current on new laws childcareadvocatesprogram@dss.ca.gov.

No Title 22 Deficiencies observed in the areas that were evaluated. LPA reviewed report with the Site Supervisor and provided copies. An exist interview was conducted. LPA observed the Notice of Site Visit posted and the director understands it must remain posted for 30 days.
