25 | On August 15th, 2023, at 9:30 AM, Licensing Program Analyst (LPA), David Nguyen met with Lead Teacher, Claudia Liborio for the purpose of an unannounced annual inspection. The purpose of the unannounced annual inspection was explained. LPA was granted for entrance by Lead Teacher. Facility days and hours of operation of the Head Start Preschool are Monday – Friday from 8:00 AM to 11:30 AM for AM session and from 12:00 PM - 3:30 PM for PM session. There were five (5) children present in the Head Start Preschool classroom during today's inspection. Facility days and hours of operation of the State Preschool are Monday – Friday from 8:00 AM to 11:00 AM for AM session and from 12:00 PM to 3:00 PM for PM session. There were thirteen (13) children present in the State Preschool classroom during today’s inspection. Meals—breakfast and lunch were brought from school cafeteria and were provided to children in care. The Victory State Preschool opens between August and May every year. Filtered water from drinking fountain was provided for drinking water. LPA verified license annual fees are current.
LPA toured the facility inside and out. LPA observed that hazardous items (disinfectants, cleaning solutions etc.) were inaccessible to children in care. LPA reviewed staffing ratios, first aid supplies, furniture, equipment, fire drills and drinking water. LPA observed all required forms to be posted. LPA observed functioning carbon monoxide and smoke alarms. There are adequate toys and equipment available for children. Outdoor play area was toured, the play structure appeared to be in good repair, and there is sufficient cushioning (turf) under the play structure. LPA reviewed the sign in/out clipboards and observed that the children are properly signed in.
LPA reviewed children’s and staff files. All staff present during today's inspection have a fingerprint clearance. Lead Teacher was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
