32 | Licensee acknowledged that she has children that are working through development issues and in different phases. They react and demonstrate various behaviors that at times can be loud and consist of excessive crying, hitting and tantruming. Licensee reported that she and her staff have patience with all the children and allow them space and time to work through feelings or offer a mechanism to distract them. Children interviewed reported that time out is used as the primary method for discipline. Licensee reported that her program is structured with rules and if a child is not following the rules, she will inform them of their actions but has never directly yelled or spoken to a child inappropriately.
Interviews conducted revealed inconsistent statements. Based on the evidence received, the allegation is determined to be unsubstantiated. Although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove the alleged violation did or did not occur.
No Title 22 deficiencies have been cited for this complaint.
Exit interview conducted at which time the report and Appeal of Rights were reviewed and provided to Licensee, Joan Enis. A Notice of Site Visit was posted by LPA Williams and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.00.
