25 | On 09/21/23, Licensing Program Analyst (LPA) Elvira Sierra conducted an unannounced Annual inspection and met with Licensee, Celestina Garibay-Jurado. Form (LIC 126), Entrance Checklist for Family Child Care Homes, was provided to Licensee. Upon arrival present in the facility was Licensee and her two assistants caring for nine daycare children. Two more children arrived later during the inspection. Licensee owns the home. Home is one story four bedrooms and 2-bathroom house. Facility hours of operation are 7 days a week 24 hours a day. Licensee was advised never to exceed 24 hours of consecutive care.
A health and safety inspection was conducted in all areas accessible to children. Upon entry, LPA observed the posting of the facility license, Emergency Disaster Plan, Earthquake Preparedness Checklist and Notification of Parent Right. Off-limit areas are: Bedroom # 4 (office bedroom), laundry room and garage. Licensee is requesting to make all the bedrooms off limits on today's inpspection. Also the backyard will be off limits until repairs are done. Off-limits areas will remain inaccessible to children by closed doors, and/or supervision. The licensee acknowledges that she must contact LPA prior to making an off-limits area on-limits and vice versa and any new construction to the home. Hazardous items/cleaning supplies are stored inaccessible to children in the laundry room and in a locked cabinet under the kitchen sink. Knives are stored in a locked draw in the kitchen. Licensee stated there are no children enrolled that require medication. Dual functioning smoke and carbon monoxide detectors were observed in the home and meet Title 22 regulations. LPA observed a 4-A-60-BC fire extinguisher in the kitchen and two other fire extinguishers through the house. Licensee stated there are no weapons in the home. Fireplace in the living room is properly barricaded. There are no bodies of water on the premises. Licensee stated she provide meals to the children. Licensee has pets in the home. Fire drills was conducted last on 08/17/23 and is properly documented.
Five children’s files were reviewed and are complete. Licensee’s assistants’ files were reviewed and are complete in including current CPR certification. Licensee CPR expires on 07/25 and Mandated Reporter Training expires on 01/17/25.
