On Thursday, September 1, 2022, Licensing Program Analysts (LPA) Elvira Sierra met with Director Maribel Gonzalez for the purpose of an unannounced annual random inspection. Director was reminded never to exceed the conditions, limitations and capacity specified on the license. Census included 8 infants supervised by three staff members. Facility hours of operation are Monday through Friday from 07:30am to 05:00pm.

LPA toured all activity and classroom spaces, restrooms, food service, and outdoor play areas. Currently, no infants in care require medications. Toxic and hazardous items are inaccessible to children. Furniture and play equipment are age appropriate and are in good repair. Playground equipment and surfaces are free of any dangerous condition. Infant changing tables have a padded surface that is washable and is within arm reach to a sink. The floors appeared clean throughout the facility. The food preparation space is free of litter and all food is appropriately stored. Storage containers for solid waste and diaper disposal have tight-fitting covers. LPA observed that the infant's bottles are labeled, and staff disclosed bottles are taken home daily. Program provides breakfast, lunch, and afternoon snacks for toddlers and infants who are on solids. Menus were posted and drinking water was readily available to children both indoors and outdoors. LPA observed parents are signing in/out properly. LPA observed the infant's Needs and Services Plan is current.



At 1:30pm eight children's and three personnel's files were reviewed. Files reviewed are complete and current according to Title 22 and the Health and Safety code regulations. Employees present today have current Pediatric CPR and First Aid certification.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulations and Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. A Notice of Site Visit, this report, and the Appeal of Rights were reviewed and provided to Director, Maribel Gonzalez via email due to printer issues. Director was advised that Notice of Site Visit must be posted and must remain posted for 30 days.
