On Thursday, May 12, 2022, at 09:50 am Licensing Program Analyst (LPA) Elvira Sierra met with the licensee, Cristiane Aguilar for the purpose of an unannounced annual inspection. Facility hours of operation are M-F 05:30 am to 06:00pm. A review of the Facility Personnel Summary shows that all adults living and working in the home have criminal record clearances on file with Licensing Office. Licensee stated that no new residents moved into the home since licensure. Capacity specified on the license was met on today’s inspection. Upon arrival present in the facility were Licensee and husband caring for 7 children.Three of the children were Licensee's own family. One more preschool child arrived later during the inspection.

A health and safety inspection was conducted in all areas accessible to children. Off-limit areas include: all bedrooms aside from the day-care room, the kitchen, laundry room, front yard and backyard. Backyard was made off limit to the children in inspection dated 06/05/19. LPA observed children playing in the backyard. LPA reminded Licensee that prior to make any changes to the off limits areas an inspection must be conducted to make sure the area is safe for the daycare children. Licensee will child proof the backyard and removed play equipment that is broken. Roses and catus plants must be removed or made inaccessible to children. Licensee will contact LPA when backyard meets regulatory standards to obtain clearance to be on limits. LPA observed the posting of the facility license, Emergency checklist and Notification of Parent Rights was provided to the Licensee and were posted on today's inspection. Facility maintains a working phone, 2A10BC fire extinguisher, and functioning smoke/carbon monoxide detector. Age appropriate toys and reading material were observed. Licensee stated there are no weapons in the home.There are no bodies of water on the premises. Cleaning supplies were inaccessible to children. The fireplace in the home is barricaded to prevent access by children.

At 11:00 am LPA reviewed children and personnel’s records. Fire drills are conducted at least once every six months and are properly log.

LPA discussed annual fees with Licensee. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
