1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On January 16, 2025, Licensing Program Analyst (LPA) Stacey Williams met with Facility Representative, Alicia Neves for an unannounced annual random inspection. LPA toured the facility including activity and classroom spaces, restrooms, and outdoor play areas. Today’s census included thirty-three children being supervised by 6 staff. The Facility Representative was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility operates with a toddler option. Facility hours of operation are Monday through Friday, 6:30AM- 6:30 PM. Criminal record clearances were verified. Facility fees are current. The Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA observed that all classrooms appeared clean including the carpets and floors. Furniture and equipment are in good condition, and toileting facilities are in safe, sanitary, and operating condition. LPA observed a functional carbon monoxide detector. Chemicals and cleaning materials were kept inaccessible to children. Trash cans have tight fitting lids. The Facility Representative stated there are no poisons, bodies of water, or weapons on the premises. Playground equipment and surfaces were inspected and are in good condition with enough resilient material under climbing structures to absorb a fall. Shade is provided to children via trees. Drinking water was readily available to children both indoor and outdoor. Menus were posted. Morning and Afternoon snack is provided. LPA observed required licensing postings were visible to parents. LPA observed a current children's roster and fire drill; the last drill was conducted 1/2025. During this inspection, LPA observed that the facility is equipped with First Aid equipment. During today’s inspection staff and children’s files were reviewed. LPA observed current immunization records, documentation of educational background, training, and/or experience and Mandated Reporter training certificates were in staff files. It was observed that at least one staff member present today has current Pediatric CPR and First Aid certification (expires 9/2025). Each child's file contained appropriate documentation: emergency card, consent for emergency medical treatment and notifications of children’s and parent’s rights, health history, physician's report and immunization records, infant sleep logs and needs and services plan.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Childcare Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
