Due to the COVID-19 pandemic Licensing Program Analyst (LPA) Charlotte Baney conducted a Tele-Visit with Site Supervisor, on 5/21/2020 in lieu of conducting a site inspection to deliver the findings for the above complaint allegations. Facility is closed at this time.
It was alleged that the facility failed to prevent the spread of lice. Based on the interviews conducted during the investigation LPA learned that one child had lice. LPA was unable to determine whether the child contracted lice prior to enrollment or while the child attended the facility. Staff indicated that all children were checked for lice and none of them had it. It was also alleged that the facility does not notify parents of the children’s menu and it’s unclear if the meals served are nutritious. During the tour of the facility on 02/27/2020, LPAs Baney and Washington observed a menu posted for parents review upon entry in the office. The menu was up to date and the meals listed on the calendar matched the food served to children. Furthermore, Director provided proof of purchased food items from multiple vendors. The food items listed on the menu matched the required criteria of food groups.

It was also alleged that staff are not providing supervision to children and allowing some children to run around the classroom undressed and “out of control”. LPA received conflicting information regarding this allegation. Lastly, RP alleged that the facility is un-clean. During the tour of the facility on 02/27/2020, LPAs observed the facility to be clean and orderly. The Director provided receipts for janitorial services which are scheduled on regular basis, Director stated that the classrooms are also cleaned by staff daily.

Based on the information obtained, LPA was not able to determine if the allegations in fact occurred. The allegations are determined to be unsubstantiated, meaning that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove it.
In lieu of Director’s signature, LPA Baney is e-mailing the report with a read receipt request.

Notice of site visit and appeal rights were also sent in the e-mail to Director.
Notice of site visit shall remain posted for 30 days for parental review.
