25 | On 08/15/23, Licensing Program Analyst (LPA) Elvira Sierra met with the licensees, Patrick, and Takara Easter for the purpose of an unannounced annual inspection. All individuals subject to criminal background review have obtained a criminal record clearance verified by LPA accessing Guardian. Licensees own the home. Home is four bedrooms and three bathrooms house. Licensees stated that the formal dining area was converted to an additional bedroom. LPA reminded Licensees that Licensing must be notified of any changes, additions, or any new construction to the house. Licensee stated there are no new residents in the home since licensure. Per Licensees hours of operation are M-F from 04:00am to 06:00pm. Present in the facility were Licensees caring for four children.
A health and safety inspection were conducted in all areas accessible to children. Off-limit areas include Entire house except play area (converted garage), bathroom and the half back area of the backyard. Laundry area is only used for transition to the bathroom and living area is used as a transition to the backyard. Front area of the backyard is used for transition to the back are where children can play. LPA advised Licensees to make sure that children are 100% supervised during transitions due to observed hazards on the off-limits areas of the backyard. Licensee were reminded that day care children may never enter these off-limit areas. Home is clean and appropriately ventilated. Age-appropriate toys and reading material were observed. Medications and knives are inaccessible to children. There is a weapon in the home that is storage according to Title 22 regulations. Swimming pool in the home is fenced according to regulations. Facility maintains a working phone, a functioning carbon/monoxide detector and a 2A10BC fire extinguisher that meets Fire Marshall standards. Outdoor play area is fence for supervision. Facility last emergency drill was conducted on 06/24/23 and was properly logged. First Aid Kit is fully stocked and accessible. Facility provides meals and transportation if needed. Four children files were reviewed. Facility roster was reviewed and is complete and up to date. CPR/First Aid certificates expires on 09/12/2023
Licensees were reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. ---------------------Report continues subsequent page 809C-- |
