13 | Licensing Program Analyst (LPA) Stacey Williams arrived at the childcare center for the purpose of delivering complaint findings regarding the allegation listed above. LPA met with Program Director, Rebecca Chi. LPA observed 52 children supervised by eight staff.
LPA conducted an investigation regarding the allegation listed above. The facility was toured, child #1's file was reviewed, and pertinent documentation was received to assist with the investigation. LPA interviewed the complainant, Site Supervisor, and childcare staff. Child#1's parent was contacted however was unresponsive. It was alleged that facility staff failed to ensure child #1's diapers and wipes were used specifically on the child. Child #1 has a documented case of severe eczema. The allegation alleged that staff used diapers and wipes on child#1 that were not the child's which resulted in child #1 sustaining a diaper rash. Staff denied the allegation and reported that child#1's diapers and wipes were used solely on the child. Staff acknowledged that spare wipes were accessible in the classroom to use for cleaning children's hands. Staff reported that they were cautious of child #1's allergy and only used their diapers and wipes. Facility staff met with the parent of child#1 after an accusation of the wrong diapers and wipes being used. An action plan was developed to ensure that going forward all staff are aware of child#1's allergy and diapering procedures. Based on the information received the allegation is determined to be unsubstantiated. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.
An exit interview was conducted and a Notice of Site Visit posted. Appeal rights were discussed and provided to the Program Director. |
