Licensing Program Analyst (LPA) Christopher Jackson met with Early Education Director Laprice Brown, and Program Manager Renee Sandez for the purpose of an announced case management tele-inspection (due to COVID-19). The request is for a room addition at the Manteca Elementary site, no changes were made to the capacity of the program during today's visit. Early Education Director stated, the facility will operate Monday - Friday and offers two part day preschool sessions. The hours of operation for Room #6 are 8 am to 11 am then, 12:15 PM to 3:15 PM. The operating hours for Room #7 are 8:15 AM to 11:15 AM, then 12:30 PM to 3:30 PM. Per Early Education Director stated all meals will be provided by third party vendor and will be delivered to the classroom. LPA received the fire clearance on 07/16/2020.

A virtual health and safety inspection was conducted in all areas accessible to children. Program Manager measured both classrooms, and LPA walked her through the measuring process. The total indoor capacity for both classrooms is 2,152.48 square feet. This will accommodate the request for 32 children. LPA observed sufficient amount of furniture, toys, and play equipment in the classrooms. LPA observed a functional carbon monoxide detector. LPA observed disinfectants and medications are inaccessible and stored appropriately. Facility will utilize electronic sign in/out system. There are 2 toilets and 3 sinks available to children in classroom #6, and a separate staff restroom is available. An additional bathroom is located in the building where Room #6 and Room #7 are located. LPA observed 6 toilets and 4 sinks in this bathroom. Applicant has requested a waiver for the use of these bathrooms. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary.

There is one outdoor area on the property. The outdoor play area is fenced with a chain link that is at least four feet tall. LPA observed a sufficient amount of equipment and toys. There are no bodies of water on the premises. There are shaded areas supplied by trees and overhangs. Early Education Director stated they will use a water pitcher and cups outdoors. LPA observed an outdoor play structure with a safety sign for ages 2 years to 5 years. Staff will provide supervision as well as additional play equipment for children. Early Education Director stated the two classrooms will be on separate outdoor schedules.

LPA utilized measurements of the outdoor area from the pre-licensing inspection conducted on 12/07/15. The total outdoor capacity is 3,640.97 square feet. This will accommodate the request for 32 children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

Director was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request.

An exit interview was conducted and in the areas that were evaluated, no deficiencies were observed at the time of the inspection This facility evaluation report was reviewed and discussed with Early Education Director. LPA emailed a copy of the 809 to Early Education Director. Early Education Director understands she must read the report and send back an acknowledgement that she read and received the report. LPA also emailed LIC311A, Effects of Lead Exposure brochure, and immunization card.

As of 07/28/2020 visit, the facility is licensed with a capacity of 32 in rooms #6 and #7. An exit interview was conducted with Early Education Director.
