On March 13, 2020, Licensing Program Analyst (LPA) Stacey Williams arrived at the facility for the purpose of conducting an annual inspection. LPA met with School Readiness Site Lead, Rebecca Vasquez. The facility operates Monday- Friday, with staff working 8:15 AM to 4:30 PM. The facility operates two preschool programs, 8:30 AM-11:30 AM and 12:30PM -3:30PM on the school campus of Villalovoz Elementary School.

Children were engaged in indoor play during LPA’s arrival to the facility. LPA observed (18) eighteen children supervised by four staff. LPA observed children engaged in learning and play. LPA observed circle time during the inspection. Children watched educational videos and were read a story.

LPA toured the inside of the center at 10:35 AM with the Site Lead. While inspecting the facility, LPA observed all cleaning supplies and hazardous items are stored in locked cabinets inaccessible to children. Restrooms are shared with the elementary school. Staff shadow children for restroom breaks. Storage containers for solid waste had lids. Drinking water was readily available inside.

Program provides breakfast and an afternoon snack. LPA observed a menu posted. Meals are provided from the school district.

Required Licensing postings were viewed on the bulletin board at the entry of the classroom. LPA viewed the signatures in the sign in and out sheets located near the classroom front door. Fire drills are conducted and documented to meet regulation standards. LPA was informed that fire drills are conducted monthly. Carbon Monoxide and smoke detectors were present and operable.

At 11:00 AM LPA toured the outdoor activity space with Site Lead, Rebecca Vasquez. The playground equipment and outdoor activity space is maintained and in good repair. Bark is being used as cushioning around the climbing equipment to absorb falls; however childcare students do not utilize the playground structure due to manufacture age guidelines. LPA was shown play equipment that is utilized. Water is readily available outside.

At 11:20 AM children were transitioning from closing group to their parent departure. Ratio requirements were being met throughout today’s inspection.

At 11:45 AM, LPA reviewed children’s files and observed they included information pertaining to their authorized representative, consent for medical treatment and a medical assessment form.

LPA reviewed a random sample of staff records which included a current CPR/First Aid, immunization records. First Aid certification expires in October 2021. Staff have Mandated Reporter training completion certificates through Keenan and Associates. Documentation of the educational background, training, and/or experience was observed in each file. Criminal record clearances are conducted through the school district.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA observed students from the afternoon program enter the facility. Children transitioned from entering the classroom to outdoor activities.

There are no deficiencies being cited based on LPA’s tour of the facility, observations, and review of records during today’s inspection.

LPA discussed the implementation of AB 2370, lead exposure with Site Lead, Rebecca Vasquez. Site Lead was encouraged to visit the departments website at WWW.CCLD.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining to child care centers.

An exit interview was conducted, and the licensing report was reviewed with Site Lead. A copy of this report and appeal rights were discussed and left with Rebecca Vasquez whose signature on this form confirm receipt of these documents. Notice of Site Visit was provided to post during today’s inspection.
